This complaint inspection was conducted by Licensing Program Analyst (LPA) Jennifer Hua who met with Tina Anand, Administrator for the purpose of providing the finding for the above pending allegation. A Covid-19 risk assessment was conducted.

During the course of the investigation, interviews were conducted with Assistant Director, Administrator, day-care staff, and parent(s). Reporting party (RP) was not interviewed as it was reported anonymously.

It was alleged that staff do not conduct an inspection for obvious signs of illness prior to accepting daycare children. It was also reported that children were allowed to attend daycare while being sick.

According to the administrator, staff conduct wellness checks prior to accepting the child, if the child shows obvious signs of illness they are turned away. While in care, if a child develops illness or shows signs of illness, will call the parent to pick up the child right away while the child waits in the office with office staff. Administrator denied that children are allowed to attend day care while being sick.

According to the assistant director, she and other staff conduct wellness checks prior to accepting children. They will also ask the wellness questions and if the child shows obvious signs of illness, they are not accepted. If the child develops illness while in care, will call the parent to come pick up the child. The assistant director denied that children are allowed to attend day care while being sick and depending on the type of illness, a doctor’s note is required for child to return.

According to staff interviewed, all staff confirmed that wellness checks are conducted, however, parents don’t always stay long enough to be informed that their child is not well enough to attend school. Rather, after a child’s initial drop off, parents will be contacted to return to pick up their child and be taken home. Staff also stated that when the child shows obvious signs of illness, the child is not accepted. If they notice signs of illness while the child is in care, they will notify office staff, the child is removed from the group, and they will contact the parent right away. Staff denied that children are allowed to attend day care while sick.

According to parents interviewed, they stated that when they drop off their child, the staff greets them and child, the staff conducts wellness checks like taking the child’s temperature and checks for obvious signs of illness prior to accepting the child. If the child develops signs of illness while in care, the school will call them to pick up the child right away. Parents also stated that they have never observed any sick child in care. They have no issues and are happy with the school.

Based on the above, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
