25 | On 01/20/2023 at 9:30 AM an unannounced Required – 1 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 60 but have 26 enrolled. Licensing staff announced purpose of visit and initially met with Vanessa Contreras-Guzman, Head Teacher, who granted entry to facility. Amanda Kanbar, Early Learning Center Manager, and Jenny Acosta, Program Coordinator, joined inspection at a later time. Facility is located on Cesar Chavez Elementary School campus in RMs 4, 8, and 10. Per S1, RM 10 is currently not being used at this time. The program currently operates a Full Day Program Monday thru Friday 8:00 AM to 4:00 PM. LPA was taken on a guided tour of the facility of both indoors and outdoors. LPA observed required licensing postings in outside hallway and in each classroom which includes applicable waivers.
At the initial start of the site visit, there is a total census of 20 children and a total census of four teachers (Staff: S1, S2, S3, and S4) present. LPA observed RM 8 playing outside upon arrival with two staff and RM 4 children, which is Early Head Start Program, returning from being outside with two staff.
Beginning at 9:45 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed age appropriate play structure with multiple slides and steps with cushioning material to absorb fall all well maintained. LPA observed bicycles, large plastic building blocks, hula hoops, and other toys available for children to use outside that is well maintained. Required shade and fencing were inspected. LPA observed benches and building providing shade at time of inspection. LPA advised teacher that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to a water cooler for drinking water during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection.
