On 07/24/2024 at 10:50am an unannounced Annual Inspection was conducted by Licensing Program Analysts (LPAs) A. Carter and T. Tran. LPAs announced purpose of visit and met with Facility Representative (FR), Candelaria Muniz, Lead Teacher. There are 24 children enrolled and 17 children present during today’s inspection. There were nine (9) staff members present which includes three (3) Child Care Career (CCC) subs. All have current criminal background clearance. The hours of operation are 7:30 a.m. – 5:30 p.m. (Monday – Friday).

Teacher-child ratios were observed. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. LPAs observed sign in/out sheets.
The facility is made up of four (4) classrooms: Room 1, Room 2, Room 3, and Room 4 which is currently not used. Beginning at 11:00am, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPAs observed surface of classrooms to be safe and clean, and age appropriate tables and chairs available for children with rounded edges that have been maintained at time of inspection. LPAs observed a variety of age appropriate washable toys of sufficient quantity that are maintained free of loose, sharp, and pointed parts that encourage auditory, visual, and tactile stimulation and manipulative skills. There were cubbies observed as storage for children's belongings. LPAs observed Toddler size green cots individually labeled as sleep equipment for children. LPAs observed sheets/blankets stored in individual cubbies at time of inspection. Availability of drinking water was observed in each classroom and the main supply next to the kitchen. LPAs observed three (3) sinks and three (3) toilets that were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation located in hallway between the classrooms. LPAs observed diaper changing table to have mat that is wipeable, appropriate thickness, and within arm’s reach of a sink. Hazardous items including poisonous cleaning compounds were stored inaccessible to children locked cabinets inside restroom.

LPAs observed a first aid kit is kept in a backpack in each classroom. FR states that carbon monoxide detectors were recently integrated into smoke alarm systems. LPAs were not able to test carbon monoxide at time of inspection but observed them on ceilings with red indicator light blinking at time of inspection. LPAs observed fire extinguishers are present in the facility. LPAs discussed requirement to have fire extinguishers serviced annually and to conduct regular checks of smoke and carbon monoxide detectors to ensure they are in operable condition. Disaster drill log was posted which shows drills are conducted twice a month. Children's files were reviewed and completed.

Beginning at 11:25am, outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. LPAs observed surface of outdoor play areas to be safe and maintained for activities planned. LPAs observed a variety of age appropriate toys available. LPAs observed age appropriate structures that have been bolted down to the ground and there is cushioning material below that are well maintained at time of inspection. LPAs observed available drinking water in outdoor play areas. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Facility provides meals prepared by the main kitchen and delivered daily to the site for the children. A sign of all children with allergies is posted in the kitchen. The food arrives in warmers and is separated for the children at the facility. If special restrictions are needed, the food arrives separated and labeled for that child. LPAs observed food preparation area for safety, cleanliness, proper equipment and to be free of litter, rubbish, rodents, and/or any other vermin.

LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.



LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Facility Representative was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.



LPAs discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
