Licensing Program Analysts (LPA) Susann Sanchez conducted an unannounced case management inspection for an increase in capacity at the above facility on 12/27/2022 at 9:45 AM. Also present was Brianne Ingram, Licensee daughter who also works at the daycare. There was 1 infant present with the Brianne Ingram when LPA arrived. LPA spoke to Licensee Sherian Ingram by phone who stated she was picking up a daycare child and will be at the facility shortly.

LPA met with Sherian Ingram at 10:24am, Licensee who guided analysts on a tour of the facility. Facility capacity is in compliance for a Small Family Child Care Home. Per Licensee, hours of operation will be Monday through Sunday, 5:30 am to 2:00 am and does not to exceed 24 hour care at one time. Licensee states that she will care for children Infants -12 years of age.

This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining area, living room, play room, garage, front yard and backyard (fenced). The children use the bathroom in the hallway (if needed, children will use the other bathroom), living room and dining area, play room, bedroom (playroom #2), Licensee bedroom, and backyard. Per licensee, areas off limits to children and parents include: 1 bedroom, garage, and front yard. The licensee states that 2 adults and 0 children currently live in the home. Licensee states that she currently has one assistant.

All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption.

All areas identified on the facility sketch that children use, were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating (central). The following was observed and reviewed during this inspection.

Licensee provide food for children. Knives and other sharp utensils are locked in the kitchen.
Licensee has completed the required health and safety training, the Pediatric First Aid and CPR Expires on 11/2024 . Licensee has proof of immunization against pertussis and measles, influenza. Proof of Mandated Reporter Training was also submitted and expires on 07/1/2024.

Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher was observed to be fully charged and purchased on 06/30/22. The home maintains telephone service via cell phone. The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that detergents, cleaning compounds and medication are stored in the top cabinet in the bathroom and some in the garage, inaccessible to children. Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children. Isolation area for sick children waiting to be picked up is in the Licensee bedroom.



Infant Care: Currently licensee cares for 1 infant enrolled. Licensee stated child sleeps in a cot. Napping equipment does not block entrances or exits. LPA reviewed the following: infant mattresses need to be firm with tightly fitted sheets. Loose object, bumpers, objects hanging, or objects attached to the cribs/play yards are not allowed. LPA reminded licensee of the new Safe sleep regulations, including LIC 9227 Infant Sleep Plan for infants under 12 months, 15-minute sleep check documentation for infants 0-24 months. Licensee states the following a sleep supervision plan for infants: infant sleeps in the living room.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee is following COVID-19 procedures. LPA advised Licensee to ensure they are following the guidance from the local health authorities in order to prevent and reduce the transmission of diseases.

During inspection all children were observed to be treated with dignity and respect, they were observed to be receiving safe, healthful and comfortable accommodations, furnishings and equipment, and free from corporal and/or unusual punishment.

The following was discussed with the Licensee during inspection:

**In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification, TB clearance, immunization, Mandated Reporter training certificate www.mandatedreporterca.gov, and a valid criminal record clearance associated to the facility license. **Children and Staff records must be maintained and updated as needed and must be available for review by the Department. **No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility. **Inspection Authority: All adults living and working in the home shall be made of aware of the Department’s right to inspection the home, which includes, but is not limited to the right to enter the home when children are being cared for, interview children and adults and review documentation. **The facility license number must be on all advertisements, publications or announcements with the intent to attract clients. **A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
