The Licensee stated that parents "can enter" if they request to, but this is unclear and could be understood in different ways, which might cause confusion and make it difficult to follow the regulations.
Based on observations and interviews conducted, there is sufficient evidence to determine the alleged incident did occur. Given the available information, the allegation that the Licensee failed to allow an authorized representative into the facility is deemed SUBSTANTIATED.
