On November 6, 2024, at 11:50am Licensing Program Analyst (LPA) A. Carter conducted an Unannounced Annual / Random inspection and met with licensee Patricia Ramirez. LPA disclosed the purpose of the inspection and was granted entry into the facility. Licensee was provided a copy of the Facility Entrance Checklist.
All adults associated to the home were found to have criminal record clearance. There were eight (8) daycare children and one assistant present during today’s inspection. Licensee states that there are currently nine (9) children enrolled. The children's roster was reviewed and is current. Licensee reports that the facility’s hours of operation are Monday thru Friday from 7:00am to 5:00pm. Licensee does not provide overnight care or transportation.
The Parent Board had the following required documents posted:

v Earthquake Preparedness
v Emergency Disaster Plan
The Disaster Drill log was current with the last drill conducted on October 15, 2024. Licensee was advised disaster drills shall be conducted every 6 months. All life saving devices such as Carbon Monoxide Detector, Smoke Detector, and Fire Extinguisher were observed by LPA. Carbon Monoxide and Smoke Detectors were not tested at the time of inspection due to napping children. The 3A40BC Fire extinguisher was fully charged with last purchase date of July 29, 2024.
This is a single story home which consists of two (2) bedrooms, one (1) bathroom, kitchen, living room, den, and attached garage. Areas used by the children include the one (1) bedroom and den (main care areas) and hallway bathroom. LPA observed a working toilet and adequate supplies in bathroom for children in care. Per Licensee, areas off-limits to children and parents include one (1) bedroom, kitchen, living room and attached garage. LPA observed that there is a baby gate separating areas used by children and off-limits area.

Per licensee, off limit areas are also locked using a chain link during operating hours, LPA observed doors to be locked making them inaccessible to children in care.
All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home via cellphone. LPA observed age appropriate toys, and other age-appropriate material available such as alphabet charts, circle time area, toddler size tables and chairs, and books for reading free of loose and sharp parts. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are stored in off-limits areas inaccessible to children. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. The isolation area for sick children waiting to be picked is main care area, supervised away from the other children in care.
Per licensee, food is provided for children in care. LPA reminded licensee that any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated. Sharp objects are knives kept in an upper drawer in the kitchen inaccessible to children in care.

Per licensee, the children will have access to backyard area. LPA observed age appropriate toys such as play structure with slides, toddler size basketball court, painting easels, toddler size cars, tables, chairs, and playhouse. LPA observed backyard has grass and adequate perimeter fencing through-out the yard and all trees, shrubs, and plants are maintained.

Infant Care: Currently licensee does not have any infants enrolled. LPA observed a crib and blue cots used for sleeping. Napping equipment does not block entrances or exits. Licensee was advised Infants shall not be swaddled in care. Car seats shall not be used for sleeping. LPA discussed the new Safe sleep regulation, including LIC 9227 Infant Sleep Plan for infants under 12 months, 15-minute sleep check documentation for infants 0-24 months, LPAs provided a copy of PIN 20-24-CCP and the infant safe sleep regulation 102425.

Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, LIC 9227- Infant sleep form (0-12 months, and documentation of 15-minute Infant Sleep Check (0-24 months). All required licensing forms are in file.

Staff records were reviewed: Licensee's Pediatric First Aid / CPR expires: 09/2026 and the Assistant's Pediatric First Aid / CPR expires on 01/2026. Staff had proof of required immunizations. All adults had proof of TB clearance. Licensee's Mandated Reporter training was completed on: 04/13/24 and Assistant's was completed on: 06/03/24. All adults had LIC 508 criminal record statement on file. Assistant had LIC 9052 on file.

During the inspection, children present was observed to be treated with dignity and respect, observed to be receiving safe, healthful, and comfortable accommodations, furnishings, and equipment, and free from corporal and/or unusual punishment.

Licensee stated they do not have any children that needs medication administer, or any children with allergies in care at this time.

Licensee stated that there are no smokers in the home.

Licensee stated there are no pets in the home. LPA did not observe any pets at time of inspection.

Licensee stated there are no weapons, or firearms in the home.

Licensee stated there are no bodies of water around the premises. LPA did not observe any bodies of water at time of inspection.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Patricia Ramirez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
