Licensing Program Analyst (LPA) Franchesca White arrived at the above facility for the purpose of an unannounced 10 day complaint inspection. LPA White announced the purpose of the visit and was granted entry into the facility by Staff 1. Census was taken, all staff have current criminal background clearance.

The purpose of today's visit is in response to a complaint received to the department on January 22, 2026. During today's visit, LPA White conducted a tour of the entire facility. at 10:30 a.m., LPA White observed pellets of rat posioning on the floor in the kitchen area, and outside by the back door of the kitchen area. Director Thomas stated that the back of the facility opens to the alley that tends to have unhoused individuals, and a surplus of garbage that is left unattended. This causes verment and stray animals to loiter in the area. Director states, "As a precaution, I have an independent exterminator that puts pellets, and glue traps down outside...

of the hours of operation to ensure the facility is safe when the children return on Monday. At 11:00 a.m., LPA White took pictures of the areas where pellets were seen. LPA White also observed a small mouse glued to a trap far behind the refrigerator. LPA White did not observe any other vermin in the form of an infestation at the time of inspection.
California Title 22 regulation states, "101238 Buildings and Grounds
(a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.
(1) The licensee shall take measures to keep the center free of flies, other insects, and rodents.

Director Thomas also emailed a copy of the most recent bill from the exterminator company on file to show that due diligence has been done to ensure a safe environment for the children and parents of the facility.

Based on observations, record review, and interviews the allegation of staff does not ensure the facility is free of rodents is UNSUBSTANTIATED. This means that it is not a preponderance of evidence to support that it did or did not happen.
Based on today's inspection there will be no deficiencies cited in accordance with California Title 22 regulations.

A Notice of Site visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100.
