25 | Licensing Program Analyst (LPA) Veronica Martinez Garza conducted a Case Management-Deficiencies inspection on 02/19/25 at 11:20 am to address ratio concerns. LPA met with Owner/Director Michele Masjedi, who guided LPA on a tour of the facility. There were 08 children present with 04 staff.
During a subsequent inspection on 01/27/25, Interviews with staff revealed that Volunteer 1 (V1) has been fulfilling the duties of an aide or teacher who is a minor; however, staff denied that V1 has been left alone with the infants. S1 corroborated that V1 has been trained in feeding and diaper changing; however, duties are not conducted daily. S1 also disclosed that during the summer, V1 helps pat backs and holds an infant, but it is not a typical scenario since it varies and may only occur when the facility needs a pair of hands. LPA reviewed 3 procare app activity sheets for C1 dated 07/22/24, 08/05/24, and 08/26/24. On the procare app activity sheet dated 07/22/24, LPA observed V1 was present supervising naptime ending at 11:55am and 01:20pm. On 08/05/24, V1 fed C1 at 10:05am and was present supervising naptime ending at 11:05am. On 08/26/24, LPA observed V1 was present supervising naptime ending at 04:45pm. On the procare app activity sheet it also shows V1 as a staff member and not as a volunteer. Based on interviews it has been confirmed that V1 is a minor who has been used at a capacity of a teacher.
