An unannounced Required – 1 Year Inspection was conducted on 10/14/2022 at 1:00 PM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 8 but have 7enrolled. Licensing staff met with Early Learning Center Managers (ELCMs) Natasha Von Jackson and Keokuk Legarde. The program currently operates Monday thru Friday from 7:45 AM to 2:45PM. There is a Preschool License onsite #198002412. LPA was taken on a guided tour of the facility of both indoors and outdoors. LPA observed required postings on bulletin boards in classroom.

At the initial start of the site visit, there is a total census of four infants napping and a total census of two teachers present. Infant Program operates in RM 4 of facility. Beginning at 1:03 PM, furniture and equipment were inspected for age appropriateness and good repair. LPA observed learning stations in each classroom with age appropriate toys free of loose and sharp parts and toxix free available. LPA observed library available for quiet play. LPA observed classroom to have carpets in learning stations that are well maintained and floor to be free of hazards at time of inspection. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings . Mats/cots were inspected. Per ELCM, linens are provided by the facility and laundered by a laundry service. Availability of drinking water was reviewed. LPA observed water fountains available. LPA observed diaper changing tables available in classroom that meets Title 22 Regulation requirements. Per ELCM there are no poisons stored at the facility.

Snack/lunch menus were observed posted and reviewed. Facility serves snacks and lunch, and per ELCM, food is delivered from LBUSD district kitchen

A first aid kit is kept in closet in classroom. Carbon monoxide detectors are operable and smoke detectors are present in the facility. Fire extinguishers have been serviced on 06/30/2022. Disaster drill log was available and last drill conducted on 09/2022 with another scheduled on 10/27/2022. Per Head Teacher, there are no children with medications in classroom at this time.

Beginning at 1:15 PM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Required shade and fencing were inspected. LPA observed outdoor play area available that has turf grass that is well maintained and free of hazards at time of inspection. LPA observed small play equipment that is age appropriate and well maintained. LPA Chicote advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to water coolers that are brought out during outside play, LPA observed water coolers during inspection. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. LPA observed all children present were signed in with full signatures. Personal Rights of children were observed by LPA.

All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. CPR card expires on 02/2023 for S1.

Children's records were reviewed for completion. Available staff records were reviewed. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information due to the files being stored at the administrative office.

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA advised the Facility Representatives to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 10/14/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
