Licensing Program Analysts (LPAs) F. White and K. Dunlap arrived at the above facility for the purpose of an unannounced annual inspection. LPAs announced the purpose of the visit and was granted entry into the facility by Licensee Elvira Zamora. There are 14 children enrolled in the facility. There was 1 child present at the time of the inspection. The assistant and all residents of the home were discussed and have current criminal background clearance. The hours of operation are 8:00 a.m. to 5:00 p.m. (Monday - Friday).
The Parent Board had the following documents posted:

  • Parent's Rights
  • Earthquake Preparedness
  • Emergency Disaster Plan

The Disaster Drill log was current with the last drill conducted on May 6, 2024. All life saving devices such as Carbon Monoxide Detector, Smoke Detector, and Fire Extinguisher. Carbon Monoxide and Smoke Detector were operable at the time of inspection. The 2A 10 BC Fire extinguisher was fully charged, and had a service date of February 13, 2024.

This is a single story home which consists of three bedrooms and two bathrooms, kitchen, living room, and converted detached garage. Areas used by the children include the living room. Licensee states it is used for for eating and napping, converted detached garage for day care activity space, and Bathroom 1(located down hallway in the home). Per Licensee, areas off limits to children and parents include all bedrooms (Bedrooms 1, 2, and 3), Bathroom 2, and Kitchen. At 10:00 AM, LPA observed that there is an operable baby gate making Kitchen off limits to children in care at time of inspection.

Per Licensee, off limit bedrooms are also locked during operating hours, LPA Dunlap observed doors to be locked and signs posted on doors stating area is off limits.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. At 10:10 AM. Day care activity space is converted garage and side patio area. Licensee stated that this area is used only for day care activity space and not for eating, sleeping, or toileting.

LPA's observed child size tables and chairs, blue mats for sitting, shelves with plastic blocks, puzzles, art supplies, dramatic play toys, and other age appropriate toys, free of loose and sharp parts available for children at time of inspection. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. At 10:19 AM, LPA's observed these items kept above a high cabinet above the washer and dryer making these items inaccessible to children in care at time of inspection.

At 10:24 AM, LPA's observed areas used by the children inside the home for eating and napping to have child size table and chairs, standard blue cots used for napping stored in hallway and wooden crib for infant sleep to have fitted sheet over mattress. At 10:26 AM, LPA's observed Bathroom 1 children to have operable child safety locks on under cabinet sink, operable sink and toilet, adequate hand washing supplies, and floor to be free of hazards at time of inspection. At 10:30 AM, LPA observed sharp knives to be kept in a drawer with operable child safety locks in off limits kitchen area at time of inspection. The Licensee states that there are no poisons in the home.

At 10:35 AM, LPA's observed the detached garage to be fully supplied with toys, art activities, and centers for dramatic play, science, and space for circle time. There are academic postings covering the walls of the facility. LPA's observe one day care child engaged in a puzzle with an intern at the time of inspection.

At 10:45 AM, LPA's observed the play area to be completely fenced in with a swing set, a slide, and climbing gym for children to play. Bicycles, tricycles, and scooters for children. All play equipment has a soft cushioned surface perfect for absorbing falls. Play area is completely covered with a tent providing ample shading for children in care.

LPA's reviewed staff files to have all required Child Care Licensing documentation. Licensee was able to provide proof of immunization against pertussis, measles, and influenza. Licensee and Assistant were able to provide proof of Mandated Reporter Training, and CPR Training. Information is as follows:

Staff 2 - Mandated Reporter Training - 11/3/2025; CPR - 10/2025

LPA White reminded Licensee that a new facility sketch and proper notification to the department should be made before any off limits area of the home is used to provide care for children in any capacity.

Licensee state that she has volunteers from the Los Angeles City College completing service hours at her facility. LPA White reminded Licensee that all volunteers are required to have criminal background clearance, and proof of clearance on file and available at the time of inspection. LPA's observed documentation, and made phone calls to the partnership program to confirm proof of clearance. Names were not associated to the Zamora facility in Guardian. LPA was able to confirm clearance through Los Angeles Education Partnership Agency and Head Start.

LPA's reviewed Children's Files to have all required Child Care Licensing documentation. LPA Dunlap informed licensee to ensure that all documentation have the correct Regional Office information in each child's file. Licensee states that some of the children have been with her since she was with the Regional Office in Culver City. Licensee further states that she will update all documentation for the new school year coming.

Licensee Elvira Zamora was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Elvira Zamora and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Elvira Zamora of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee Elvira Zamora was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


During the exit interview, the LICENSEE Elvira Zamora, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on observation, record review, and interviews there will be no deficiencies cited today according to California Title 22.

A notice of site visit was given and must remain posted for 30 days.
