Liensing Program Analyst (LPA) Franchesca White arrived at the above facility for the purpose of an unanounced complaint inspection. LPA White announced the purpopse of the visit and was granted entry into the facility by licensee Elvira Zamora. Census was taken. All staff have current criminal background clearance.

The purpose of today's visit is for observation, interviews with staff (interviews conducted with using Google translate), and to deliver findings of the accusation of staff yell at day care children. During the course of this investigaton, LPA White conducted interviews with witnesses that would have direct knowledge of the care of the children in the facility. Based on those interviews it was determined that staff are not heard yelling at children. They hear staff giving directions to the children when they are on the yard playing. Interviews with parents expressed appreciation for the level of care their children receive from the facility. LPA White conducted observations of the level of care children receive in the facility. LPA White did not observe the personal rights of any day care child being violated. (Report Continues 1 of 2 Pages).

Interviews with staff revealed a working knowledge of the definition of personal rights, and the responsibility to care for children with respect and dignity. Staff 1 (S1#) stated, "All children have the right to free expression where they can understand, analyze and find a solution to accommodate the child." Staff #2 stated, "The responsibility is to To take care of them". Licensee stated that, "Its to give them the right to eat, speak, drink, cry, and give them what they need. Like if they are hungry give them food. If they are wet, change them. I make sure that when they are with me to meet all the needs that they have."

Due to the ages of children in care, interviews could not be conducted.

Based on observations, record review, and interviews the allegation of staff yell at day care children is UNSUBSTANTIATED this means that there is not a preponderance of evidence to prove that it did or did not happen. There will be no deficiencies cited in accordance with California Title 22 regulations.

The report was reviewed with Licensee Elvira Zamora.

A Notice of Site visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100.

A copy of the report and appeal rights was given to Licensee Elvira Zamora.
