32 | Interviews with staff revealed a working knowledge of the definition of personal rights, and the responsibility to care for children with respect and dignity. Staff 1 (S1#) stated, "All children have the right to free expression where they can understand, analyze and find a solution to accommodate the child." Staff #2 stated, "The responsibility is to To take care of them". Licensee stated that, "Its to give them the right to eat, speak, drink, cry, and give them what they need. Like if they are hungry give them food. If they are wet, change them. I make sure that when they are with me to meet all the needs that they have."
Due to the ages of children in care, interviews could not be conducted.
Based on observations, record review, and interviews the allegation of staff yell at day care children is UNSUBSTANTIATED this means that there is not a preponderance of evidence to prove that it did or did not happen. There will be no deficiencies cited in accordance with California Title 22 regulations.

A Notice of Site visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100.
