25 | On Tuesday February 24, 2026, Licensing Program Analyst (LPA) Joanne Solorio Campos conducted an unannounced annual inspection and met with Li Zhou ,Director, who guided LPA on a tour of the facility. This is a preschool age program that serves children 2-6 and consists of 2 classrooms of which only one classroom is open due to low enrollment. This program operates Monday – Friday from 8:30 a.m. – 5:00 p.m. Per the Director, there are 18 children enrolled. All areas identified on the facility sketch were toured and inspected both indoors and outdoors. Teacher and child ratio were observed, and present staff are fingerprinted cleared. 16 children and 2 staff. Present staff are fingerprinted cleared.
Sign in and out takes place at the main entrance area. The director stated no firearms, weapons, poisons nor bodies of water are located in the premises and LPA did not observe any of the above mentioned. Director stated that they currently do not have any children on medication or severe food allergies. LPA observed the ill isolation area to take place in the office and a restroom was observed to be there.
The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 393), Personal Rights (LIC 613A), Menu, and Earthquake Preparedness (LIC 9148). PUB 269 Child Passenger System Poster, and Daily Schedule.
LPA entered the classrooms and observed furniture, manipulatives, toys, games, and books made accessible to the children to be age appropriate and free of sharp, loose, or pointed parts. LPA observed each classroom has a cubby for children to store their personal belongings. Children bring their own water bottles and bottles get refilled as needed. Children do nap in the facility and cots were observed to have each an individual tight-fitted sheet. Per Director, children take their bedding home on Friday to wash. Licensing staff observed step trash bins with a tight-fitting lid inside the classrooms. LPA observed the children’s restroom, located in the classroom to have 4 toilets, one urinal and 4 sinks and observed working toilets, sinks, hand soap dispenser and paper towels. During time of inspection LPA observed cleaning solutions stored in the classroom closet with a locked door making it inaccessible for children to open.
