On 08/11/2022 at 9:20am a pre-licensing inspection was conducted today by Licensing Program Analysts (LPAs) Katrina Chicote and Denise Gibbs, to inspect and measure this facility for capacity determination. LPAs met with Patsy LeBlanc (Early Learning Center Manager to facility), Jenny Acosta (Program Administrator), LaShell Diggs (Director), and Natasha Von Jackson (Early Learning Center Manager).Facility Representatives (FR), who assisted LPAs with touring the facility both indoors and outdoors,

This is a proposed pre-school program which consists of two classrooms; Rm A105 which is a Collaborative Co-Teaching (CCT) AM/PM Program from 8:00am to 3:45pm and Rm A107 which houses a TK from 8:00am to 10:45am (exempt) and Head Start TK beginning 10:45am to 2:15pm. This program will serve children ages 2 years until they enter Kindergarten. This program will operate Monday - Friday.

All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken.

Sign-In and Sign-Out books are located in each classroom specific to each program. A health check will be conducted prior to children signing in on a daily basis. There is drinking water readily available in each class. Facility Administrator states they will use water jugs and take them in and out of classrooms.



Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Linen will be washed by the facility each week to be washed. Napping equipment (cots) were observed in the room, FR states they will store it on rolling carts. Per FR, the isolation area is located in the Nurse's Office. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. LPAs observed four toilets and six sinks available for children. LPAs observed that facility does have a carbon monoxide detector, smoke detector, and a serviced fire extinguisher.

Disinfectants, cleaning solutions, and other items that are dangerous to children, will be inaccessible.

There is no kitchen at the facility. All meals and snacks are delivered from the nearby elementary school cafeteria. Trash cans used to discard food have tight fitting lids.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. LPAs advised FRs that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. FR stated they will bring water jugs outside and LPAs observed water fountains available for children.

There are no bodies of water on the premises.



FRs state that medication will be stored in the classrooms in a medicine case. First aid kits are available in each classroom and were observed to contain the required first-aid supplies.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs advised that forms, regulations and quarterly updates can be accessed on the Child Care Licensing website at: www.ccld.ca.gov.

The Applicant is seeking to provide care for 24 additional preschool children. LPAs measurements confirm facility has space for the additional 24 children requested. A fire clearance has been granted 08/10/2022. Exit interview conducted with FR, LaShell Diggs
