13 | Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced site inspection to present the findings of the complaint. This inspection is to ensure the health and safety standards as required by the regulations governing child care centers are met. LPA met with Pearl Omiya, Director. LPA went on a tour of the facility indoors and out, staff names were documented and children census were taken.
During the course of this investigation, LPA conducted Interviews, received and reviewed documents.
Admission Agreement- Staff deny parent/guardian entry into the facility. Per reporting party, the school limits parents for visiting/picking up kids from 10:30 am to 2:30 PM, the reason they gave us is that period of time all the kids are taking nap. Per LPA review of the parent handbook, the facility has an open door policy, however the facility has informed parents by email that they recommend or suggest that children not be picked up or dropped off during the hours of 10 AM- 2PM because children are eating, napping or doing activities.
