Licensing Program Analyst (LPA) Shushanik Safaryan conducted unannounced case management- licensee initiated inspection to the above facility on 07/02/24 due to licensee is requesting capacity increase. LPA arrived at the facility at 08:00 am and met with Julia Pong , Licensee who guided analyst on a tour of the facility. Also present during this inspection, were Licensee’s 3 Assistants.(Alexandra Bolivar , Aura Plaza, Bernardo Sanjines ).Per licensee, Julia Pong ,operation hours will be seven days a week, for periods of less than 24 hours a day. Applicant states she will care for children 0-12 years old.
Licensee previously was licensed at 2313 Rosecrest Dr. #4, Glendale, CA 91208 with facility number 198018394.
Licensee is requesting capacity increase for up to 14 children on the existing license located at 1857 Mission St, Pasadena , CA 91030.
Fire Clearance for Large Family Child Care Home for the main house located 1857 Mission St, South Pasadena , CA 91030 was granted on 06/18/24.

This is a one-story home located in the front of the property . There is an ADU in the back side of the property under the different address (1857 ½ Mission St, South Pasadena , Ca 91030). LPA discussed with the licensee that ADU cannot be used as a part of the day-care since has a different address.(Declaration was obtained ).

Main house that will be used for large day care consists of 3 bedrooms, 2 & 1/2 bathrooms , living room, dining room, kitchen, deck, attic which consists of 1 room, 1 bathroom and front yard.

Areas that are accessible to children are as follows: 1 & 1/2 bathrooms, living room, dining room, kitchen, 3 bedrooms, deck, and concrete area next to the mudroom.
Areas are off limits to children and parents include bathroom in the master bedroom , attic which consists of 1 room, 1 bathroom, kitchen, and front yard.

LPA did not observe any stairs in the home during this inspection. During this inspection individuals who reside in the home were discussed and notes on Confidential Name List (LIC811) and attached to this report.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. Per licensee parents enter the home from the main entrance which directly lead to the living room or from the side which leads to the deck area . At 08:10 am , Licensee took LPA on a tour of the home starting with the entry way which led directly to the living room. The living room was inspected, and electrical outlets were observed to be covered. LPA observed children`s toys and all the required postings in the living room . LPA observed child safety door knob and door alarm on the main entrance door. During this inspection three children were dropped off , per licensee total five children enrolled two of which are infants. Next to the living room, the dining room was inspected, and LPA observed table, chairs . Next LPA toured the bedroom where observed three cribs and fireplace which was blocked to prevent access .Next LPA toured the bedroom #2 and the master bedroom where observed additional cribs and play pin . LPA observed off limit areas separated with child safety gate and child safety knobs . Next LPA toured the one bathroom in the hallway and observed child proof safety latches on the cabinets under the sink .Next LPA toured the half bathroom inside the mudroom and did not observe any hazards. Next LPA toured the kitchen and observed child proof safety latches on the cabinets where licensee store sharp items and cleaning compounds. LPA observed child safety gate preventing children access to the kitchen .Children pass through the kitchen when they need to go to the master bedroom or mudroom . LPA observed the required 2A 10BC fire extinguisher was anchored in the kitchen with the purchase date 05/21/24. Licensee tested the carbon monoxide and smoke detectors in the bedroom room. It sounded off the alarms and heard by LPA to be functional. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children.

Per licensee, for outdoor area children are using deck and will use concrete area (driveway ) on the side of the house to drive tricycles .Children will exit from the mudroom to the concrete area. Per licensee when children will be outside she will close the fence and supervision will be provided all the time . In the outdoor area LPA observed gated turf area which is between main house and back structure which is under the different address. From the turf area there is an access door to the 1857 1/2 Mission St. LPA discussed with the licensee , turf area can not be used as apart of the day care unless it is approved by the Department . LPA did not observe any objects that can pose a danger to children on the deck area . The licensee states that supervision is always provided.

Per licensee, she provides food for children in care. Licensee was advised that if food is brought from the children’s homes, all containers must be labeled with child’s name and properly stored or refrigerated. Per Licensee, at 08:20 am . there are no pets,poisons , weapons, or firearms on the premises.

The licensee was observed to be operating within the licensed capacity and is not exceeding the required limitations during this inspection. During this inspection 5 children were present in the home, two being infants . Per licensee, currently she has 3 assistants. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 03/26/25. Licensee, Julia Pong completed required mandated reporter training on 01/22/2024. There are first aid supplies available on the premises in the kitchen in a cabinet. LPA advised licensee that if a child shows signs of illness, he/she/they shall be separated from other children.LPA reviewed 3 children's records and files were completed.
The licensee and her assistants have proof of immunization against influenza, pertussis, and measles.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 05/2024.
LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family childcare facility.
Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. There is telephone service via a cellphone that is used, and the cellphone stays at the facility during operation hours.
Per licensee she does carry liability insurance in accordance with standard established by Family Child Care statue.

 Licensee states that currently she has 2 infants enrolled in her daycare. Per licensee infants sleep in the bedrooms where they are constantly supervised. LPA advised the Licensee that infants shall be placed on their backs for sleeping and shall be supervised. Infants shall be checked on every 15 minutes and the time of each 15-minute check shall be documented with child’s name and date.

LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforescources/child-care-licensing/public-information-and-resoucrces/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at http://www/cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment : https://www.cpsc.gov/Recalls/2021/The-Boppy-Company-Recalls-Over-3-Million-Original-Newborn-Loungers-Boppy-Preferred-Newborn-Loungers-and-Pottery-Barn-Kids-Boppy-Newborn-Loungers-After-8-Infant-Deaths-Suffocation-Risk

Medication: Incidental Medical Services (IMS) policy was discussed. Per licensee, there are no children enrolled that require IMS at this time. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations, and quarterly updates online at: www.ccld.ca.gov.

During the exit interview, the Licensee Julia Pong , confirmed that there are no Registered Sex Offenders living in the facility .
Currently, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today from the areas that were inspected today. Based on today’s observation a capacity increase will be granted upon Department review.
