On 08/24/2023 at 9:30 AM an unannounced Required – 1 Year Inspection was conducted by Licensing Program Analysts (LPAs) Katrina Chicote and Raul Navarro. Licensing staff announced purpose of visit and initially met with Kristina Damon, Principal, who granted entry to facility. LPAs were joined by additional Facility Representatives (FRs): Veronica Morales, Sonia Gutierrez, Maria Harris, and Keokuk Legarde. Facility is currently licensed for a capacity of 225 currently have 111 enrolled. LPAs were taken on a guided tour of the facility of both indoors and outdoors. LPAs observed required licensing postings in entrance lobby as well as in each classroom.

At the initial start of the site visit, there is a total census of 104 preschoolers and a total census of 18 staff present. The facility is made up of nine classrooms. Facility is dually licensed with an Infant Program with a Toddler Component #198019906.

Furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPAs observed surface of classrooms to be safe and clean and child size tables and chairs available for children well maintained. LPAs observed learning stations for dramatic play, math, and science with toys well maintained free of loose and sharp parts and a library area available for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. Mats/cots were inspected. Per FR, linens are provided by the facility and washed by laundry service, parents do bring additional blankets from home which were observed stored in child's cubbies. Availability of drinking water was reviewed. LPAs observed drinking fountains available in each classroom, per FR children are also provided water cups for drinking. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPAs observed bathroom available in classroom that had three toilets and two sinks with two additional sinks available in the classroom.

Snack/lunch menus were reviewed and observed posted at time of inspection in each classroom. Per FR, no meals are prepared at the facility and all meals and snacks are provided by Head Start Central Kitchen. Children are provided with a breakfast, full lunch, and PM snack. LPAs observed trash cans used to discard food have tight fitting lids in each classroom.

A first aid kit is kept in a red backpack in each classroom that LPAs observed being taken inside and outside. LPAs observed carbon monoxide detectors were present and observed operable. LPAs observed smoke detectors and fire extinguishers present at the facility. Per FR, school year has just begun but they a scheduled drill for tomorrow 08/25/2023. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. LPAs observed these items stored in high teacher cabinets and inside high shelf in restrooms. FR states that there are no poisons stored at the facility. LPAs observed medicines for five preschoolers (C1 - C5) and all have required documents and stored per Title 22 Regulation requirements. Per FR, isolation area for sick children is in Nurse's Office.

Outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPAs observed adequate shade available for preschoolers and play structure to have cushioning material to absorb fall that is well maintained. LPAs observed bicycles, plastic playhouse, musical equipment and other toys available for children to use outside that are well maintained. Required fencing were inspected. LPAs advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to drinking fountains during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed, and LPAs observed all children present signed in at time of inspection. Personal Rights of children were observed by LPA.

Staff and children’s records were reviewed. Children’s Records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857. The review of Staff records was documented on the LIC 859.

Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPAs observed Pediatric First Aid/CPR expires on 01/2025 for S2. LPAs did not review confidential staff files during the inspection due to the staff confidential files being stored at the administrative office. All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District.

CCC was constructed at 2017 no lead testing required for the facility.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. LPAs advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 08/24/2023.

A notice of site visit was given and must remain posted for 30 days.
