On 02/11/2025, Licensing Program Analysts (LPAs) Mariah Aguirre and Monique Ayala conducted an unannounced Annual/Random inspection to the above facility. Upon arrival, LPAs disclosed the purpose of the inspection and met with Licensee Jessica Meneses who guided the LPAs on a tour of the facility. Adults in the home were discussed and criminal record clearance was obtained by those living in the home. Licensee states that there are currently 13 children enrolled. At the time of inspection, 11 children were present in the home with one staff. Per licensee, she was returning from picking up food, and met us at front door when returning. Due to being out of ratio, a type A citation will be given. The children's roster was reviewed and is current. Per licensee, the facility’s hours of operation are Monday to Friday 8AM to 4PM. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection, last disaster drill conducted was on 01/03/2025. LIC 126 was provided.

This is a single-story home which consists of 3 bedrooms and 2 bathrooms, living room converted to daycare area, dining area converted into daycare area, kitchen, detached garage, front yard accessible to children, back yard inaccessible to children in care. Per licensee, areas used by the children include the living room, dining area, bathroom #1 and front yard. Areas off limits to children and parents include kitchen, bathroom #2, all three bedrooms, detached garage, and back yard.



All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children.

Licensee has her cellphone as a working telephone in the home and is in contact with parents via call or text. LPAs observed age-appropriate toys, free of loose and sharp parts. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible to children in care and are kept out of reach.

LPAs observed the front yard to be fully fenced and locked during facility’s hours of operation. LPAs observed age-appropriate toys free of loose and sharp parts available for the children in the front yard, a jungle gym and a climbing structure available to children in care. All bushes and plants were observed to be well maintained.

Per licensee, she provides breakfast, lunch, and one snack to children in care. The kitchen is inaccessible to children in care.

The valve on the required 2A10BC fire extinguisher was serviced and is operable. Smoke and carbon monoxide detectors are in operable condition. Per Licensee first aid kit is readily available to children in care. The Licensee does not have current Pediatric First Aid and CPR, however licensees assistant who is present has current Pediatric First Aid and CPR that expires in July 2025. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection and are all current and up to date. The Licensee’s and assistant’s mandated reporter training has expired, and LPAs discussed the need to update the certification immediately.


NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility. Effective January 1, 2010, licensees of family childcare homes are required to ensure that at least one staff member with current training in pediatric first aid and pediatric CPR is on site at all times when children are present.



AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPAs discussed the influenza waiver during the visit.

LPA reviewed and issued the LIC 311D - Forms/Records to Keep in Your Family Child Care Home. Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Licensee was advised how to access forms and Regulations online at www.ccld.ca.gov. Licensee was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee, Alejandra Nimri and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org – Centers and Family Child Care Homes Licensee, was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the home and LPAs completed the RSO profile in FAS.

Based on the LPA’s records reviews, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety. A notice of site visit was given and must remain posted for 30 days.

LPAs informed the licensee Jessica Meneses to provide a copy of this licensing report dated 02/11/25 that documents any type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report, A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child’s file for verification.

Exit interview was conducted and a copy of the report was provided to Licensee, Jessica Meneses along with Appeal Rights.
