32 | According to the child’s father, the child was acting normal, he dropped the child off at day care around 8:30am. He went back to the day care around 4:45pm and noticed that the child was acting as if she was not feeling well. He described the child as being a bit more “fussier and clingier” than normal but denied that the child was in any type of excruciating pain. The following day, the child was taken to the Emergency Room.
According to the LA County Child Abuse Pediatrician, Forensics results revealed that the child sustained a femur fracture to the right leg. However, the attending Pediatrician was unable to determine where the child sustained the injury. Also, the Los Angeles Police and the Alhambra Police Department assisted with the investigation, but both were unable to determine where the injury occurred as well. According to day care parents interviewed, they have never witnessed any type of neglect/lack of care by facility staff. The children are always happy and there have never been any issues or concerns.
Based on the above, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
An exit interview conducted with Licensee, Lei Zhang, copy of report provided and Notice of Site Visit provided and shall be posted for 30 days in an area accessible for review. |
