At 1:00 pm Licensing Program Analyst (LPA) Roxana Lopez conducted an unannounced case management-initiated inspection to the above facility on 12/21/2023. A COVID risk assessment was conducted upon entry. LPA met with Olimpia Castellanos, Licensee, who guided analyst on a tour of the facility. The purpose of this inspection is due to licensee’s request for a capacity increase on 10/04/2023. Currently, the licensee’s capacity is eight (8). Licensee wishes to increase to a capacity of fourteen (14). Per Licensee, family members residing in the home are 2 adults and 1 children. Per licensee, operation hours will be Monday to Friday 6:00AM to 6:00PM. There was 3 children present upon arrival- one being an infant. A current children’s roster was available for review.

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a one-story home which consists of 2 bedrooms, 1 bathroom, living room, dining room, kitchen, front yard and back porch (fenced). The children have access to living room, dining room, bathroom, front yard and back porch.

Per licensee, areas off limits to children and parents include 2 bedrooms and kitchen. The LPA toured all areas used by children during this visit. LPA observed a baby gate and or security knob making off limits inaccessible. Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone), ventilation and heating (ceiling fans and wall heater). Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children are inaccessible in areas designated for children.

The Licensee states that there are no poisons at the facility. The Licensee was advised that any poisons must be locked with a key or combination lock. The valve on the 2A10BC fire extinguisher indicates fully charged and was last serviced on 10/3/2023 as indicated on the service tag observed. Smoke and carbon monoxide detectors were tested and are operable. Fire/disaster drill log was also current, last drill conducted on 12/4/2023.

The children will use the back porch and front yard for outdoor play, which were observed to be fenced. Outdoor area was observed to be safe and free of hazards. The Licensee states that there are no firearms, weapons or bodies of water on the premises. LPA did not observe any bodies of water.

There are toys available for children. The Licensee provides food for children in care. Licensee was advised that if food is brought from home containers shall be labeled with child’s name and properly stored or refrigerated. All required postings were observed.

Children’s records were reviewed and are complete.

For assistance licensee currently has 1 assistant. Licensee's and assistant have completed required Pediatric First Aid and CPR which training which expires, 2/13/2025 and the Mandated Reporter Training Expires 8/10/2025. Licensee and assistants also have required immunizations. There are first aid supplies available.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.---------------------------- pg. 2 of 4-----------------------------

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family child care facility.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA advised the licensee to access forms, regulations and quarterly updates online at: www.ccld.ca.gov.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

During the exit interview, the Licensee Olimpia Castellanos, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Licensee is seeking to provide care for 14 children 2 months- 13 years old. A fire clearance has been granted as of 12/6/2023. Based on today’s observation a capacity increase will be granted upon Department review.

At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Olimpia Castellanos.
