Licensing Program Analyst (LPA) Katrina Chicote conducted an unannounced – Required 1 Year inspection to the above facility on 08/19/2022 at 11:40 AM. LPA met with with Facility Representatives (FR): Jenny Acosta (Program Administrator), LaShell Diggs (Director), Maria Harris (Principal), and Sonia Gutierrez (Program Specialist). LPA was taken on a guided tour of the facility both indoors and outdoors This is an Infant Program which consists of six classrooms. Facility operation hours are Monday to Friday from 7:30 AM to 4:00 PM. Required postings were observed. Disaster drill log was available. The last drill was conducted 06/07/2022.

All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during this inspection: RM 4103 with Staff #1, #2, and #3 with six toddlers (playing outside upon arrival), RM 4101 with Staff #4, #5, and #6 with six infants (one infant sleeping in crib), RM 3106 with Staff #7, #8, and #9 with six infants (one infant sleeping in crib and two were outside with Staff #9 upon LPA arrival to classroom), RM 3104 with Staff #10 and #11 with four toddlers (playing outside upon arrival), RM 2113 with Staff #12, #13, and #14 with five infants (playing outside upon arrival), and RM 2111 with Staff #15 and #16 with seven toddlers (playing outside upon arrival), which is a total census of 34 children with 17 staff. The facility was observed to be within the license capacity and limitations.

The following was observed during the tour of the facility:
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Linens are washed daily by staff on site. Napping equipment (cribs/cots) were observed in the classrooms. LPA observed RM 4101, RM 3106, and RM 2113 to have separate sleeping area with cribs labeled individually with infant names. Per FR, the isolation area is located in an area of each classroom as well as Nurse's Office. Age appropriate sinks and toilets were inspected for availability and good repair in all

restrooms. LPA observed two toilets and one sink available for children and two changing tables meeting Title 22 Requirements. General sanitation was observed. Availability of indoor drinking water was observed in classrooms, LPA observed water fountains and water pitchers. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free.

Per FR, there are no poisons stored at the facility. Carbon monoxide detectors were observed and are operable. LPA discussed sign in/out procedures with FR and observed for sign in/out clipboards in each classroom. Children present were signed in with full signatures.

Menus were observed to be posted in each classroom. There is no kitchen at the facility. All meals and snacks are delivered from the nearby elementary school cafeteria. Trash cans used to discard food have tight fitting lids.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. LPA advised that no children shall be left without the supervision of a teacher at any time.

There are no firearms stored on the premises. There are no pools or bodies of water at the facility.

All staff and employees have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children’s Records were reviewed and documented on the LIC 857. Children's roster was reviewed and is current.

LPA also reviewed staff records. The review of Staff records was documented on the LIC 859. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information but paper summary was provided.

First Aid supplies were observed in each classroom stored in cabinet. LPA observed medications for C1 in RM 4103, for C2 in RM 3106, and C3 in RM 2113 stored according to Title 22 Regulation requirements.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.


The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 08/19/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
