On 11/16/23 Licensing Program Analysts (LPAs) Anthony Padilla and Jeanette Estrada conducted an annual inspection. LPAs met with Director Blanca Aponte and informed her of the reason for the visit. Director provided a tour of the facility. Per Director, the hours of operation are Monday - Friday 6:30AM to 6:30PM. The facility is located on the same premises of a preschool program (facility #198019910). There is one classroom where care is provided to school age children. Upon arrival LPAs observed no children in care in the school age program. All individuals present have obtained a criminal record clearance or criminal record exemption. The following was observed during the tour of the facility:

All areas identified on the Facility Sketch were inspected. LPAs observed the classroom to be clean and safe. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. LPAs also observed the floors and carpeting to be safe and clean. Per Director, there are no children that require medication. There is a medication box in the classroom where it could be locked and stored appropriately if needed. The children use the restroom next to the kitchen. LPAs observed two separate restrooms available for use. The first restroom has three urinals, three separate toilet stalls and three sinks. Second restroom has three sinks and four toilets. Per Director, children are accompanied by a teacher when using the restroom. The toilet and hand washing facilities were observed to be in safe and sanitary operating conditions.

Availability of indoor drinking water was observed in the classroom via a water filter container and disposable cups. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Cleaning supplies are stored on high shelves in the classrooms. Per Director there are no poisons. The classroom including the food preparation area has an operable combination Carbon Monoxide/ Smoke detector. There is a first aid kit in the classroom. Per Director there are no firearms stored on the premises. There are no pools or bodies of water at the facility. There is a 2A10BC fire extinguisher in the classroom. The fire extinguisher was last serviced in October 2023. Napping is not provided in this program. The Directors office is used as an isolation area for ill children. Ill children are also provided a separate bathroom in which they may use. Menus are provided to parents and authorized representatives.

On Wednesdays the facility provides lunch and a snack and one snack is provided the rest of the week. If a child is staying full time they will be provided with breakfast, lunch, and an afternoon snack. The kitchen, food preparation areas, and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. LPAs also inspected the refrigerator and observed it to be clean and in operable condition. LPAs observed food in the refrigerator not to be expired.

LPAs reviewed the Earthquake & fire drill log last conducted in 10/19/23.

The outdoor playground area was evaluated. The outdoor playground is fully enclosed. Outdoor equipment was observed by LPAs to be in need of repair. The playground slide was surrounded by caution tape and deemed temporary unusable. Ms. Aponte stated that the owners were in the processes of repairing the slide structure. All areas around or under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. There is shade in the play yard. The outdoor area is shared with the Licensed preschool program. The preschool program uses the yard at separate times from the school age program.

LPAs reviewed sign in and out procedures.

Facility provides transportation to and from school to children in care. There is currently one vehicle that is being used to transport children. 13 children enrolled are transported to and from the local schools on occasion. Per Director, the parents advise the teachers through the “Procare” application if their child does not need transportation from the school back to facility. LPAs observed the transportation vehicle to be in good condition. LPAs observed restraint systems to be in working condition. LPAs did not observe any children in the vehicle at the time of inspection.

Staff Records were reviewed and observed to be complete.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP
LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Lead testing was completed on 12/15/22.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
