13 | Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced complaint inspection on 5/31/22 to the above facility for the purpose of delivering findings. LPA met with Director Blanca Aponte and informed of the reason for the visit. Director guided analyst on a tour of the facility. There were 21 children with 2 staff in room 1, 19 children with 2 staff in room 2, 18 children with 2 staff in room 3 and 20 children with 2 staff in room 5.
During the investigation LPA conducted interviews and reviewed records. Per the report received, a teacher left a classroom out of ratio on 3/9/22 due to an emergency. LPA conducted interviews with staff on 3/15/22 and 5/3/22. Interviews with staff did not corroborate the allegation. Staff denied that they were left out of ratio. Per Staff, they communicate with each other to ensure they are within ratio and if they foresee that they may have more children than allowed, they move children within the classrooms.
Based on information obtained during the investigation, the allegation was determined to be unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
