Licensing Program Analyst Jeanette Estrada conducted an unannounced complaint inspection at the facility. The purpose of this inspection is to deliver findings for the above allegation for complaint received. LPAs met with Director Blanca Aponte who provided a tour of the facility. There were 13 children with one teacher in room 1, 12 children with 1 teacher in room 2, 19 children with two teachers in room 3, and 19 children and two teachers in room 5. Classroom 1 was observed to be over ratio. Deficiency will be cited on a separate LIC 809 case management report.
During the course of the investigation LPA J. Estrada conducted interviews with facility staff, children enrolled, and the Director. Interviews with staff revealed conflicting statements. Seven out of eight staff interviewed stated they have not witnessed Staff 1 hit any children. One staff stated they observed an incident where staff 1 hit a child but did not provide detail of the incident. Interviews with children did not corroborate the allegation. Children in classroom 5 stated they have not observed any teacher hit any children.
