11:40 AM On 11/16/23 Licensing Program Analysts (LPAs) Anthony Padilla and Jeanette Estrada conducted an unannounced required inspection. LPAs initially met with Director Blanca Aponte and informed her of the purpose of the visit. Ms. Aponte guided LPAs on a tour of the facility. LPAs provided Facility Entrance Checklist to Ms. Aponte.
This is a preschool program that consists of four classrooms. The facility was observed to be within the license capacity. Present during today's inspection were 15 children with 2 staff in classroom 1, 13 children with 2 staff in classroom 2, 16 children and 2 staff in classroom 3 and 15 children with 2 staff. Operating hours are Monday to Friday 6:30AM to 6:30PM.
The facility provides services to children ages 2 years to until entry into Kindergarten. Criminal Record Clearances for staff present were reviewed.
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. There is air/heating in the facility. Children have their own cubbies in the classrooms to store their belongings. There is one restroom with one toilet and one sink in Classroom 1 used by the two year old class. The Two year old class also provides potty training.
There are two additional restrooms available for the preschool program totaling 3 urinals, 6 toilets and 6 sinks. General sanitation was observed in the children's restrooms.
Availability of indoor drinking water was observed in classrooms via a water filter container and disposable cups. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Cleaning supplies are stored on high shelves in the classrooms. Medication storage is in each classroom in a locked container. Per Director there are no poisons. Each classroom including the food preparation area has an operable combination Carbon Monoxide/ Smoke detector. Each class contains a first aid kit. Per Director there are no firearms stored on the premises. There are no pools or bodies of water at the facility. There is a 2A10BC fire extinguisher in each classroom. Fire extinguishers were last serviced in October 2023. There is appropriate napping equipment available for children.

Children’s Records were reviewed for completeness. Children's records were observed to be complete.
Staff files: Records were reviewed for completeness. Facility staff files were observed to be complete. There is at least one staff present with a valid pediatric CPR/ First Aid certification available at the facility during operating hours.
A children's roster was available. Sign-In and Sign-Out is done electronically and was reviewed. A disaster drill log was available. Last drill documented was held on 10/19/2023.
The facility provides breakfast, lunch and an afternoon snack. Menus are provided to parents/ authorized representatives at enrollment and the menus are also posted in the classrooms. Menus for the past 30 days are available upon request.
All food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal. A food allergy list is available in each classroom and in the kitchen.
The outdoor playground area was evaluated. The outdoor playground is fully enclosed. Outdoor equipment was observed by LPAs to be in need of repair. The playground slide was surrounded by caution tape and deemed temporary unusable. Ms. Aponte stated that the owners were in the processes of repairing the slide structure. All areas around or under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. There is shade in the play yard. The outdoor area is shared with the Licensed School Age program 198019909 and the Director has a waiver on file. The preschool program uses the yard at separate times from the school age program.
Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP


LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Lead testing was completed on 12/15/22.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
