Licensing Program Analysts (LPAS) A. Padilla and R. Derraco conducted an unannounced required one year inspection to the above facility on 06/05/24. LPAS arrived at the facility at 9:30AM and met with licensee, Pamela Hill, who guided analyst on a tour of the facility. Also present during this inspection were assistants S2 and licensee's sons, S3 and S4. Per Licensee, there are 9 children that are currently enrolled. There were eight children and one infant present upon arrival.
This is a two story home which consists of six bedrooms, three bathrooms, kitchen/dining room, two living Document Link Iconrooms, garage, front yard and backyard (fenced). The off limit areas include back three bedrooms, back two bathrooms, back living room, garage, and front yard.

The main care area is located in the living room towards the front of the home. LPA observed Emergency Disaster Plan, Parent’s Rights Poster and the Facility License posted on the wall, a cubby locker for children's personal belongings, age appropriate toys, art supplies, and a fireplace. LPA observed the fireplace to be locked and the wall heater to be covered in the main care area. Three additional bedrooms have been converted for use in the day-care. LPA observed a playpen and age appropriate toys in bedroom one; a crib, infant toys, and two feeding chairs in bedroom 2; two play pens, art supplies, and children's books in bedroom 3. Entrance to the hallway leading to bedroom 3 was observed to have a baby gate. Additional baby gates were observed at the entrance to bedroom 1 and 2 and the bathroom. The bathroom designated for children in care was observed to be clean with an operable toilet and water faucet in the sink. Locks were observed beneath the sink making the contents inaccessible. Per licensee, children and accompanied by an adult through the off limits kitchen/dining area and living room to play in the backyard play area. LPA observed perimeter fencing, outdoor children's play equipment, and shade in the backyard play area. LPA observed a baby gate at the entrance of the stairs leading towards the off limits upstairs area. The licensee states that she provides food for children in care. Per licensee, isolation area for children showing signs of illness will be located in bedroom room 2 in on limits area used for storage for extra materials. Per Licensee children area provided a mat and where the child will wait with an adult for

an authorized representative to pick them up. LPAS did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. No bodies of water were observed in the back yard play area. There are no pets on the premises. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Per Licensee, there are no firearms or ammunition on facility premises. LPAS did not observe any of these items during inspection.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety,


comfort, and cleanliness. There is telephone service via a cell phone . Per Licensee, the home is equipped with central heating and air conditioning. Detergents, cleaning compounds, and other items which could pose a danger to children were observed to be locked in a cabinet located in the kitchen. The licensee understands that storage areas for poisons must be locked, not just inaccessible. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 02/21/24, as indicated on service tag. Smoke and carbon monoxide detectors were tested and are operable.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 05/2026. LPA observed that the Licensee and assistants do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file and expires 03/08/24. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. A current children’s roster was available for review. Fire Drill/Earthquake drill log was observed during inspection. Fire drill and earthquake drill where conducted on 5/20/24.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Pamela Hill, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Pamela Hill.
