1. Facility is moving day care children between other licensed family child care homes.
2. Licensee is not present at facility amount of time required.
3. Day care child was in care for over 24 hours.
4. Day care children are handled in a rough manner while in care.

6. Staff are utilizing inappropriate forms of punishment.

Licensing Program Analyst's (LPA) Judy Mora and Mary Silva conducted an unannounced site inspection on this date to conclude the investigation for the above complaint allegations. Licensing staff met with Marine Adamyen, Licensee's Assistant, who guided licensing staff on a tour of the facility at approximately 08:47 AM. Also present, was Marine Sosyan, Licensee of facility #198018963. There were 05 children present at the time of arrival. Additional children arrived during this inspection. Marine Sosyan left to the facility next door and returned approximately 10 minutes later. Licensee, Taron Mayilan, arrived at approximately 9:06 AM. At approximately 09:30 AM an additional assistant, Gayane Chobanyan, arrived at the facility.

During the course of this investigation interviews were conducted with Licensee, Licensee's assistants, children and other witnesses. Licensing staff reviewed and obtained copies of the facility roster. Children's files were reviewed.

Although the allegations may have happened or are valid there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

Although the allegations are being Unsubstantiated, it was observed during the inspection on 03/20/23 that some children are moved between both facilities at 522 and 524 Chevy Chase Drive. The Licensee has all children listed on the facility roster and/or has a current file for each child in care. It was also observed that many children do not know the Licensee, Taron, as well as the Licensee was not able to identify children who were present during the inspection on 03/20/2023; this was verified by Licensing Program Manager (LPM) Claudia Guangorena. During inspections on 03/20/23 and 04/03/23, it was observed that care is primarily provided by Licensee's assistants. In regards to the additional allegations. there were no disclosures made by staff, children or witnesses who were interviewed.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

Exit interview conducted with Licensee, Taron Mayilyan. Marine Sosyan was also present during exit interview. Appeal Rights explained and provided.
