On July 19, 2024 at 9:50 am Licensing Program Analyst (LPA) A. Wallin arrived at the above licensed facility for the purpose of an unannounced complaint investigation to deliver findings for the above allegations. LPA met with licensee, Jolandra Navarre and advised the of purpose of the visit. During inspection, LPA observed 4 children and 1 staff present. LPA observed proper care and supervision and ratio. All adults present in the home have criminal record clearance at time of inspection. During inspection, LPA conducted additional interview with licensee. Throughout inspection, LPA conducted interviews with 11 out of 14 children and three staff. Note: (child #3,#4, #7, #8, #11 were not qualified to complete an interview).

After conducting interviews with multiple witnesses, the following conclusion has been reached: Substantiated - A finding that a complaint is substantiated means that the allegation is valid because the preponderance of the evidence standard has been met. The facility was cited a Type B deficiency according to California Code of Regulations Title 22 (See LIC 9099D report for deficiency). A plan of correction was discussed and provided. Licensee is to post notice of Site Visit for 30 Days, failure to do so will result in $100 immediate civil penalty. An exit interview and a copy of this report along with Appeal Rights were explained and provided to licensee.

This requirement is not met as evidenced by dog in facility biting daycare children. Based on interviews conducted, the licensee failed to ensure that children in daycare are receive safe, healthful, and comfortable accommodations. This poses an immediate health and safety risk to children in care.
