On 02/14/2025 at 9:45 am, Licensing Program Analysts (LPAs), Elka Chavez and Crystal Green conducted an unaounced Case Management inspection for a temporary increase in the licensed capacity. Upon arrival, LPAs met with Licensee Representative, David Van Iwaarden. The Licensee, Arcadia Playschool Inc., has requested an individual emergency waiver for increasing their facility capacity for families affected in the LA Fires. This facility is currently licensed to operate with a capacity of 65 children: (20) toddler children ages 18 to 36 months in the toddler room and (45) preschool children ages 2 to 5 in preschool rooms 1,2 and 3. The licensee has requested to serve 70 children: (20) toddler children ages 18 to 36 months in the toddler room and (50) preschool children ages 2 to 5 in preschool rooms 1,2 and 3. The increase of capacity waiver will allow the facility to operate beyond its licensed capacity temporarily while the State of Emergency for Los Angeles and Ventura Counties is in effect. The facility received an approved fire clearance to operate at the capacity of 70 children. Hours of operation will be Monday to Friday from 7am to 6pm.

Present during today’s inspection were (54) children with (8) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed David Van Iwaarden that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPAs continued to tour the facility. On 02/27/2019 total preschool indoor activity space measured 1575.25 square feet, which is for 45 children. Total toddler indoor activity space measured 701.97 square feet, which is sufficient to accommodate the requested capacity of (20) Children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via igloo water jugs and disposable cups. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 02/11/2025.

LPAs observed a total of (3) sinks and (3) toilets available for preschool children’s use. LPAs observed a total of (2) sinks, (2) toilets and diaper changing mat available for toddler children’s use. These are sufficient to accommodate the requested capacity of 70 children, (20) toddlers ages 18 to 36 months and (50) preschoolers ages 2 to 5.

The facility currently has ((2) fully fenced playground areas. Fencing is wrought iron and is at least four feet high. On 02/27/2019 total preschool outdoor activity space measured 3377.47, square feet which is for only 45 children at one time, insufficient for the number of children being requested. LPAs observed there is an approved waiver for staggered use dated 02/24/2020 and is posted next to the license in the hallway. Total toddler outdoor activity space measured 1628.86, which is sufficient to accommodate the requested capacity of (20) Children. Shade is provided via shade sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the preschool playground for children which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via igloo jug and disposable cups. LPAs observed all hazardous items on the playgrounds to be inaccessible to children. Applicant representative, David Van Iwaarden was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The Licensee’s waiver request has been submitted and reviewed to allow the facility to operate beyond their licensed capacity temporarily while the State of Emergency is in effect. The Department has verified that the facility has obtained a valid fire clearance for the increased capacity the facility is requesting, and that the temporary increase of capacity will not be detrimental to the health and safety of children in care.

The waiver request has been granted effective 02/13/2025 allowing the facility to operate at a capacity of (70) children: (20) toddlers and (50) preschoolers. The waiver will only be in effect as long as the Department determines is necessary to address the direct impact of the fires identified in the Proclamation and shall automatically expire upon termination of EO N-2-25 and EO N-3-25, whichever occurs first. Once the waiver expires or is terminated, all licensing requirements shall be reinstated immediately, without any further action or notification by CDSS. CDSS may rescind or modify this waiver for any reason including but not limited to new federal, state, or local directives or guidance or for a failure to comply with the terms and conditions of this waiver.
