32 | Disclosed in forensic interview, C1 stated that S1 touched C1 in their “privacy”; per forensic interview no additional disclosures were made. According to P1, one evening C1 made a comment about their butt. P1 stated, that the comment led to ask C1 additional questions. P1 asked C1 if anyone had touched their butt and according to P1 they stated, “yes, S1”. RP stated they were dispatched to the facility within 3 days of the disclosure to start their investigation for P1’s concerns. The investigation also found that there was a witness to C1s disclosure who is identified as W1. W1 stated that they recorded the conversation with C1 and described the recording as “confusing” but recalled C1 stating that S1 either touched C1 or C1 touched S1 inappropriately. Interviews with C1-C7 found that no disclosures were made about the staff and allegation. Furthermore, none of the children remembered S1 and stated that they felt safe at their school. S2-S9 were interviewed by IB. Staff interviewed stated that they never observed S1 being inappropriate with children. S2 stated that the facility has cameras indoors and outdoors and did not observe S1 to be inappropriate with children. RP was interviewed and stated that during their investigation S1 denied the allegations. IB also interviewed S1 who denied the allegation. During the course of interviews, P2 did disclosed a concern with S1 touching their child roughly with their hands during nap time. Per P2, they informed S2 of the concern and S2 informed P2 that nothing occurred as S2 reviewed the facilities video footage. Per P2, their child never stated that S1 inappropriately touched their child. P3 made no disclosures about the allegation.
Based on interviews conducted, the above allegation is deemed UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
An exit interview was conducted, and a copy of this report was provided to director, Celine Chouteau. A Notice of Site Visit was provided and must be posted for 30 days. |
