On 01/02/2024 at 10:15am, Licensing Program Analysts (LPAs), Crystal Green and Seung Lee conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Director, Esther Choe. This facility is currently licensed as an Infant program with a capacity of 6 children. Licensee is requesting to be licensed for 8 additional infants ages 0- 24 months in classroom 2. This inspection was conducted in Korean by LPA Lee. Hours of operation will be Monday to Friday from 8am to 6pm. Present during today’s inspection were 4 children with 1 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA Lee informed Ester Chloe that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

This facility is located on the premises of LA First Presbyterian Church. The building was observed to be 2 floors. Infant program operates out of 1 classroom on the first floor. There is also a preschool program (198018356) and a school-age program (198019751) located on the same premises which was observed to operate separately both indoors and outdoors.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 728.12 square footage, which is sufficient to accommodate the requested capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via filter water from faucet located in the off-limit kitchen area. The water will be brought into the classroom via a water jug.

LPAs observed a separate napping area located within classroom 1 which contained 5 cribs. LPAs observed 3 cribs located within classroom 2 however no separation or divider was observed in classroom 2 designating the napping area. LPA Lee advised licensee’s that a soundproof barrier at least four feet high will need to be installed in classroom 2. LPA observed a changing table located within classroom 1 accessible within arm’s reach of a sink. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 10/19/2023.

LPA observed a total of 2 sinks and 2 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 14 children.

The facility currently has a fully fenced playground area. Licensing staff observed the infant outdoor area to be separated from other programs using a wrought iron fencing which was observed to be at least four feet high. The infant program was observed to have (2) designated enclosed infant play areas which are Infant area 1 and Infant area 2. Per the Director, the new infant area 2 was previously used under the school-age program. The total square footage for all the outdoor activity space is 905.69 square footage, which can accommodate 12 children at one time, insufficient for the number of children being requested. LPA did not observe a shade area in the infant outdoor area. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 6 months to 36 months, which is properly anchored. There is adequate cushioning in fall zones of climber provided by outdoor cushioning material. Drinking water is available via filter water in the child’s personal water bottle. LPA observed all hazardous items on the playground to be inaccessible to children. Director, Esther Choe, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of the license:
• Licensee must create a soundproof barrier for the designated napping area within classroom 2.
• Licensee must obtain additional shade area for Infant play area 2.

Licensee Representative, Esther Choe, understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. After receipt of the proof of corrections and final file review is conducted a license will be granted for a capacity increase to 12 children.

Exit interview conducted and report was reviewed with the Licensee Representative, Esther Choe.

A notice of site visit was given to the facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
