An unannounced inspection was conducted by Licensing Program Analyst (LPA) Roxana Lopez on 10/10/2025. The purpose of this inspection is to provide the findings of the complaint investigation which was received on 09/05/2025. LPA met with Christina Gudino, Director to whom the purpose of the inspection was announced. Census was taken.

Throughout the course of the investigation, interviews were conducted with staff, children and parents. LPA also reviewed and obtained copies of children’s rosters and other documentation.

Per initial complaint report, the complainant reported that 3 children approached them asking for water, they asked children to ask staff for water and staff told children there was no water available and needed to wait until they were back in the classroom. Per complainant this happened in the Little Land room and they observed cups to be empty. ------------------------------- pg. 1 of 2 ----------------------------------------------

In regards to allegation staff did not provide day care children adequate amount of water. Staff # 1- 5 corroborated that children bring water bottles from home and water is refilled throughout the day. Per staff they use water pitchers- but the little land room has a water dispenser. Staff # 1 -7 corroborated that children are free to drink whenever they want to and have never denied water to children.

LPA conducted interviews with parents and children. Parent’s statements corroborate that they bring water bottles from home which is then refilled throughout the day at the facility. Parent’s disclosed that they do not have any concerns. Children’s statements corroborated that they like their school and that they have their own water bottles, if they need more water they asked their teachers. Children corroborated that they have never been denied water by their teachers.

This agency has investigated the complaint alleging Staff did not provide day care children adequate amount of water. Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Christina Gudino.
