On 4/13/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Director Annette Gladstone at the licensed facility via FaceTime due to COVID-19 and precautionary measures. The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate outside of the conditions of their license. This waiver will be used due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 8:30-5:30. The waiver will allow the facility to enroll school-age children under the preschool license with toddler option, with an option to commingle the preschool, toddler and school-age children. A copy of the current fire permit was provided and is found current and valid for the facility. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 01:00pm LPA was toured through the outdoor area near the parking lot. This is where children are dropped off and picked up. There is a no touch sign in system that is available outside. Parents line up outside prior to entering gate and social distancing markers were observed on the floor. Staff conduct health screening and temperatures are checked prior to acceptance.

At 1:03pm, LPA was toured through the room used by the school-age children. LPA was then toured outdoors where current school-age were present. The outdoor yard is used by all age groups on a staggered schedule. There were 6 school-age children, 1 teacher outdoors. The room utilized by school-age children was observed and there is a separate restroom that allows for privacy.

At 1:05pm, LPA was toured through the preschool classrooms. Classrooms consisted of hand sanitizer and cleaning supplies. There were hand-washing signs in restrooms or near sinks. The following census was captured in the following classrooms:
Room #1- 13 children, 3 teachers
Room #2- 7 children, 1 teacher
Room #3- 9 children, 1 teacher (toddler option)
Outdoors: Room #4- 11 children, 1 teacher
Room #5- 11 children, 2 teachers

At 1:12pm LPA was toured through the isolation area in the assistant director’s office. There is a cot and chair available for child to rest. There is a restroom available for use for ill children. Meals and snacks are provided by the parents as preferred, but the facility does store additional snacks should a child request and parent permission granted. The facility is cleaned throughout the day by maintenance staff. Teachers clean the classrooms throughout the day as well. The smoke and carbon monoxide detectors in school-age classroom were tested and found operational.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Director Annette Gladstone. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
