On August 7, 2024, Licensing Program Analyst (LPA) Monique Ayala conducted an unannounced required 3-year inspection. A COVID-19 risk assessment was conducted prior to entering the facility. LPA met with Co-Director, Abigael Pelaez who guided the LPA on a tour of the facility. This is a preschool age program with toddler component that operates Monday to Friday 8:30AM to 5PM. There is an infant age component on the premises facility number, 198020336. LPA observed 96 children in care. Per co-director there are 128 children enrolled. LPA observed 1 bearded dragon, 2 rankin dragons and 1 leopard gecko in the facility (located in 3 different classrooms).

The following classrooms were inspected: Momiji Classroom: 16 children with 3 staff; Oak Classroom: 18 children with 3 staff; Marula Classroom: 14 children with 4 staff; Sycamore Classroom: 19 children with 3staff; Winter Green Classroom: 19 children with 2 staff and La Secuoya Classroom: 10 toddlers with 4 staff. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision. Licensed facility is within the conditions, limitations, and capacity specified on the license.

The classroom furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. The third toilet in the Oak classroom was tested for operable conditions and when flushed the toilet flooded the restroom. The facility's maintenance worker came to unclog the toilet and the toilet flooded again. The facility called a plumber immediately and blocked the toilet for children's use until the issue was resolved. The Oak classroom has 2 other toilets a urinal and 3 hand washing sinks to use and remain in compliance with Title 22 Regulations.

The facility provides morning and afternoon snacks for children in care. The children bring their own lunch from home that is placed in their cubbies. The facility provides water. The kitchen was observed to be clean and the cleaning compounds/solutions were found to be stored away from the food.

LPA observed that there are functioning smoke and carbon detectors in the facility. LPA observed a fully charged and serviced fire extinguisher. Emergency disaster drill was last conducted on 04/10/24.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.



The facility uses Brightwheel app for children sign in and out. LPA observed the Brightwheel app with parents check in and check out. LPA reviewed staff records, staff files were complete.

Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

SB792 (Immunization Requirements for Staff and Employees) was discussed with the Director. The Director and staff do currently have immunization documentation.

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers.

LPA discussed the safe sleep regulations with co-director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee co-director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.



Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility was issued a Type B deficiency in ERROR to their toilet in the Oak Classroom. The Oak classroom has 2 other toilets a urinal and 3 hand washing sinks to use and remain in compliance with Title 22 Regulations. The deficiency was cleared on 08/07/2024 as the facility was in compliance during the inspection and made immediate attempts to resolve the issue. Prior to LPA leaving the facility a plumber arrived to resolve the toilet in the Oak Classroom.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

An exit interview was conducted, and a copy of the report was provided to CO-director along with appeal rights.
