Licensing Program Analysts (LPA) Bardo Baluyot conducted an unannounced, required annual inspection. LPA met with Director, Haydee Galvez-Diaz who guided LPA on an indoor and outdoor tour of the facility. LPA conducted a COVID risk assessment prior to entering the facility. The main entrance to the facility is located in the back of the day care.

This Preschool Program consists of four classrooms; named dragonfly, busy bees, fireflies and butterflies. LPA observed 2 bathrooms with 3 toilets and one sink each. There are also 5 more sinks available outside of the rest rooms. This program serves preschool children ages 2 to 5. The preschool program operates a full day session from 6:30 AM to 6:30 PM from Monday to Friday. LPA observed a total of 41 children present with adequate Teacher-Child ratio.

All areas identified on the facility sketch were toured both indoors and outdoors. Sign-In and Sign-Out book is located at the entrance of the main office. Due to Covid-19, sign in/out is located outside by the back door entrance and parents are still not allowed inside the center at this time. LPA observed health checks being conducted which included temperatures being taken prior to parents signing children in daily.

During the tour of all 4 preschool class rooms, furniture and equipment were inspected for age appropriateness and good repair. LPA observed napping mats located in tall file storage cabinets in each class room.

There is accessible drinking water readily available and sippy cups & bottles are labeled. Toys were observed to be clean and safe and age appropriate. Telephone service, heating, lighting and ventilation were evaluated. Preschoolers each have their own cubby to store their belongings. Per Director, linens are taken home weekly for laundering. A washer and dryer is available on site in the event of an emergency.

LPA observed the facility has a carbon monoxide detector and smoke detector in each classroom. There is a serviced (10/29/2020) fire extinguisher available in each class room. Disinfectants, cleaning solutions, and other items that are dangerous to children are inaccessible and stored in the main kitchen which in located between the main entrance office and the preschool class rooms.

This program serves all meals including AM/PM snacks provided by parents. Monthly snack menus will be resumed appropriately per COVID guidelines. Director was reminded to label and date all food, dishes and bottles that are brought from home for proper storage. All kitchen areas/food preparation areas and food storage areas were observed to be clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids.

LPA inspected the preschool playground. Outdoor play equipment was inspected for safety, free of sharp, loose pointed parts, good repair and age appropriateness. The surface of the outdoor activity area was observed to be maintained in a safe condition, and free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. Required shade and fencing were inspected. Drinking water was available outdoors via pitchers of water with cups. The playground was inspected to ensure no bodies of water or hazards were present.

Director states that any lifesaving medication is stored in a locked cabinet in the Director's office that is inaccessible to children in care. First Aid kits are available in each classroom and were observed to contain the required first-aid supplies.



The Director’s office is used as an ill/isolation area for preschool children. LPA observed an ill child mat available. Ill preschool children will use the restroom located in the main office entrance area.

Per Director, no transportation is being conducted by the facility and there are no firearms or weapons on the premises.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
