At 1:00 pm Licensing Program Analysts (LPAs) Lilli Babcock and Saul Valenzuela conducted an unannounced annual inspection to the above facility. A COVID risk assessment was conducted. LPAs met with Licensee, Olivia Motta, to whom the reason for the visit was explained. Per Licensee, there are 18 children currently enrolled. There were 2 children and Co-licensee Jennifer Motta present upon arrival. The licensees was observed to be operating within the license capacity limitations.

The licensee states that 3 adults and 6 children currently live in the home. Licensee has a dual license for foster care. Per Licensee, she has two assistants working in the facility. All adults living in the home have obtained a criminal record clearance.

This is a two-story home. The first floor consists of 4 bedrooms, 3 bathrooms, kitchen, formal dining room, living room, dining area next to kitchen, family room, laundry room, garage, front yard, and backyard with in-ground swimming pool. The second story consists of one bedroom and an office.

Per licensee, areas off limits to children and parents currently include 6 bedrooms, 3 bathrooms, laundry room, garage, entire second floor consisting of one bedroom and an office, formal dining room, living room and front yard. The children currently have access to kitchen, dining area in kitchen, family room, one bathroom, and backyard which is fenced.

Licensee guided analysts on a tour of the facility at 1:20 pm. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed. LPA observed a fireplace in the living room that has a glass screen and child-proof latch, making it inaccessible to children.

Facility License, Parent’s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entry way hallway. Emergency Disaster Plan were observed to be posted in the kitchen next to the telephone. A current children’s roster was available for review.

There is telephone service via a landline and cellphone that stays at the facility during operation hours. Hours of operation are Monday – Sunday, 7:00 am- 6:00 pm. There is central air and heating in the home.

Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Per Licensee there are no poisons in the home. LPAs advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home, and none were observed on this day.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 3/29/24, as indicated on service tag. Smoke and carbon monoxide detectors were tested and were operable on this day.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 4/2/24. The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of mats and crib were observed.

Licensee states that she is currently caring for one infant. LPAs observed sleep logs for the infant.

At 1:30 pm, LPAs observed the back yard area. The outdoor play area was observed to be fenced. At this time, children are using the back yard for outdoor play time. There are age appropriate toys and equipment for the children to use. LPAs observed a swimming pool in the back yard of the premises. LPAs observed the gates to the swimming pool to be self-latching, self-close and gates swing away from the pool. Pool is surrounded by a fence that is 5’5” in height and meets licensing requirements. The backyard is adequately fenced. The licensee is observed to be operating within the license capacity limitations.

Children’s records were reviewed, including emergency information and were observed to be complete.



At 2:00 pm, Licensees and staff records were reviewed. LPAs observed that licensee and co-licensee have completed Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 7/25/24. There was no current proof of Mandated Reporter Training for licensee and co-licensee.

LPAs issued an LIC 857, Children’s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children’s files reviewed during this inspection.

There is 1 dog and 1 cat on the premises. Per licensee, the dog is kept in the off-limits area during daycare hours.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPAs did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Olivia Motta, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.

Based on the LPAs observations and records review, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety.

A notice of site visit was given and must remain posted for 30 days.
