32 | Per detective’s interviews they observed parents to pick-up daycare children on 09/21/2021 around 5:00 p.m. and children were present in the home on 09/22/2021 when detectives went inside the facility. Per detective’s statement, Aleksandr Seyranov referred to facility address as his resident address. Per detective’s interviews, on 09/22/2021 twice during the contact with licensee’s daughter, Ashkhen Bakhshyan they stated that Aleksandr lived in the facility address and Ashkhen Bakhshyan did not deny it either time. Ashkhen Bakhshyan also pointed to two vehicles Aleksandr Seyranov had parked at the facility address indicating the vehicles belonged to Aleksandr. Per detective’s interviews, they observed Aleksandr Seyranov personal belongings in two bedrooms in the home. Per detectives, Aleksandr Seyranov got arrested twice in June 2021 and early September 2021.
Based on an interview that was conducted with Ashkhen Bakhshyan, licensee’s daughter on 09/28/2021, Aleksandr Seyranov does not live at this address and he comes to the facility when daycare children are not present in the home either early in the mornings or during the weekend. Per licensee, Svetik Melkumyan and Ashkhen Bakhshyan, licensee’s daughter, they did not know about Aleksandr Seyranov two prior arrests that occurred in June 2021 and early September 2021 and licensee never reported it to Community Care Licensing, Monterey Park Regional Office.
Based on LPA’s observation Aleksandr Seyranov has not been listed on Facility Application Form, LIC279.
Based on LPA’s observations and interviews which were conducted and records reviewed, the preponderance of evidence standard has been met, therefore the above allegations are found to be Substantiated at this time. California Code of Regulations 102402 (a) (3) -- Revocation or Suspension of a License or Registration and 102416.2 (a) (2)-- Reporting Requirements are being cited on the attached LIC 9099d and
The Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement form must be maintained in each child’s file immediately upon receipt from parent.Licensee was provided with a copy of the parent Acknowledgement of Receipt of Licensing Reports Form during this inspection.
