On 03/07/25 Licensing Program Analyst (LPA) Mary Silva conducted a subsequent complaint inspection to conclude the investigation regarding the above complaint allegation. LPA met with Site Supervisor Selina Villanueva to whom the reason for the inspection was explained. LPA was led on a tour of the facility. Census was taken. LPA observed 5 toddlers and 11 infants with 6 teachers.

Complainant alleged facility is operating beyond the scope of the license. During the course of this investigation, LPA obtained a copy of the facility roster, enrollment chart, copy of admissions agreement, transition letter and a sample email sent prior to transitioning from the toddler program. LPA reviewed sign in and out sheets to confirm ages of children in attendance. Interviews were also conducted with site supervisor, two staff, and other possible witnesses.

There were no disclosures made during interviews or in documentation obtained to corroborate with the alleged allegation.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. The evidence to prove something happened is equal to and has just as much convincing weight that it did not happen therefore the allegation is unsubstantiated.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview conducted and report given to Site Supervisor Selina Villanueva. Appeal Rights provided.
