On 04/11/2024 at 10:00 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Licensee Representative Joy Cyprian and Crystal Cyprian. This facility is currently licensed as an infant program with toddler option capacity of 24 children serving 14 Infants from ages 0- 24 months in classroom 2 and 3; and 10 toddlers from ages 18 to 36 months in classroom 1. The Licensee, Joy Children Learning Center, Inc. has requested to increase the Infant capacity by adding a new classroom (Classroom 4) to the existing licensed areas increasing the capacity by 12 infants from ages 12- 24 months for a total new capacity of 36.

The facility is located in the corner portion of a strip mall called President Plaza in Suite I. Per Facility Representative; Parent will utilize Suite I entrance for children enrolled in classroom 1 through 3 and for the proposed classroom 4 parents will utilize Suite H entrance. Hours of operation will be Monday to Friday from 7am to 6pm. Present during today’s inspection were 20 children with 7 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Joy and Crystal Cyprian that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new indoor activity space. Total new infant indoor activity space measured 929.59 square footage, which is sufficient to accommodate the requested increase of capacity to 26. The toddler indoor capacity will remain at 353 square footages, which is sufficient for the licensed toddler capacity of 10. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water dispenser. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

Page 2:
LPA observed a total of 3 sinks and 3 toilets available for children’s use. Classrooms 2, 3, and 4 were observed to have changing tables located within arm’s reach of a sink. These are sufficient to accommodate the requested capacity of 36 children.

The facility currently has a fully fenced playground area. Fencing was observed to be at least four feet high. The total square footage for all the outdoor activity space is 939.24 square footage, which can only accommodate 12 children at one time, insufficient for the number of children being requested. The licensee has an approved waiver on file allowing for staggered use of the outdoor space in order to obtain the licensed capacity of 24. An updated playground waiver to share the playground at different times due to limited square footage shall be submitted and approved prior to licensure for the capacity increase. Shade is provided via fixed shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via filtered water jug. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

No corrections are needed. A license for 36 children (26 Infants and 10 Toddlers) will be granted upon a final file review and approval of the outdoor waiver request.

A notice of site visit was given to Facility Representative’s, Joy and Crystal Cyprian, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
