25 | At 9:15 am Licensing Program Analysts (LPAs) Roxana Lopez and Veronica Martinez-Garza conducted an announced case management initiated inspection to the above facility on 7/7/2022. LPA’s met with Gabriela Gallardo, Licensee, who guided analyst on a tour of the facility. A risk assessment was conducted upon entry- appropriate PPE was used. The purpose of this inspection is due to licensee’s request for a capacity increase on 12/07/2021. Currently, the licensee’s capacity is eight. Licensee wishes to increase to a capacity of fourteen. Per Licensee, family members residing in the home are 1 adult and 1 child. Per licensee, operation hours will be Monday to Friday 8:00AM to 6:00PM. There was 7 children present upon arrival, 3 of them being infants. The licensee was observed no to be operating within the license capacity limitations. A small family day care home may provide care for more than six and up to eight children- At least one child is enrolled in and attending kindergarten or elementary school and a second child is at least six years of age. During inspection licensee called parents and C1 was picked up at 9:38 am. This poses and immediate risk to the health and safety of children in care. Civil penalties were assessed. A current children’s roster was available for review.
All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room, den, garage, front yard and backyard (fenced).
Per Licensee, main care areas include the living room, 1 bedroom, den, backyard(fenced), 1 bathroom and dining room. Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone), ventilation and heating (central). LPAs did observe that there is a fireplace located in the living room which is barricaded. Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children are inaccessible in areas designated for children. The Licensee states that there are no poisons at the facility. The Licensee was advised that any poisons must be locked with a key or combination lock. The valve on the 2A10BC fire extinguisher indicates fully charged, as indicated on receipt submitted or service tag observed---------------------------------------------------------pg.1 of 4----------------- |
