Licensing Program Analyst (LPA) Anomeh Eivazian conducted an announced pre-licensing site inspection to ensure the facility is following the state laws and the health and safety regulations and to measure the requested Preschool component for capacity determination. LPA arrived at the facility at 8:40 AM and met with Darien Williams, Applicant and Alessandra Pinheiro, Director. Entrance Checklist, LIC 125 was provided to applicant at 9:00 a.m.. The applicant is requesting a total capacity of 48 preschool children. There will be an Infant Program on Site with facility number 198020954. Per applicant, Darine Williams, the facility hours of operation will be Sunday- Thursday 7 am-7 pm, and Friday- Saturday 7 am-10 pm.

At 9:15 AM, LPA began the facility tour with Applicant, Darine Williams and Director, Alessandra Pinheiro starting at the walkway entrance to the school located off the street named N. Orange Drive, where the preschool children's parents will enter and exit to the facility. Per applicant, parents can either park in the street or in the parking structure that is located at the back of the building. Parents will sign the child in/out at a table located at reception area where the walk way starts to the classrooms. Parent board is located by the entrance with Licensing and Covid-19 posting which are visible for all to see. Use of hand sanitizer will also be available. Parents will sign in children by the reception area and walk through the children to their classrooms, only stop at the door of classroom and not enter the classrooms at this time, unless they request to enter the entire class room, which at that time all precautionary measures will be taken for that individual entering. Licensing staff observed COVID- 19 postings posted in different areas of the day care for parents, as well as for children at eye level in their classrooms and in the bathrooms.

LPA was then guided through the proposed preschool classrooms (Room 1, Room 5, Room 6, and Preschool Community Classroom) which were inspected and measured for capacity determination. LPA observed the classrooms to contain age appropriate furniture and equipment which were also inspected and observed to be in good condition.

LPA observed 1 toilet and 1 sink in each classroom. LPA observed the preschool to have 4 toilets, and 4 sinks. All toilets and sinks are in safe and sanitary operating conditions.

Napping equipment (cots/mats) were inspected and observed to be in good condition.

Children will be provided a sheet & blanket by the facility, and facility will wash it at the facility daily. LPA observed a washing machine and dryer in staff room. Individual storage space will be available for each child inside the classroom. Water will be accessible to the children via water jugs and plastic labeled cups in all classrooms.

AM/PM snack will be provided by the facility and preschool children will bring their own cold lunch. Snack Menus were observed on the parent board. Containers used to discard food have tight fitting lids. Food preparation area will be in the staff room where a refrigerator is located and and a microwave will be located. The space will be inspected for safety and cleanliness once it is set up. There is a fully equipped first aid kit available in each classroom containing all the required supplies. Heating, lighting and ventilation were evaluated by the LPA.

Carbon monoxide detectors and smoke detectors were observed to be operable condition and located in each class room.

Smoke and Carbon Monoxide detectors should be checked regularly, and batteries replaced as needed. LPA observed fire extinguishers located in each classroom which were type 2A-10BC and the valve on each indicated that they are all fully charged, and each has a tag with a service date of 05/17/2022. Fire extinguishers need to be serviced annually or as often as necessary. Hazardous items including poisonous cleaning compounds were observed to be stored inaccessible to children.

The ill/isolation area is located in the Directors office located by the entrance next to the reception area. The ill child will use the staff restroom located in the hallway next to the staff room. The ill/isolation area has a cot/mat for a child to rest if needed.

Licensing staff was then guided to the designated preschool outdoor play area which is located at the end of the hallway of classrooms. The yard was self-contained via a gate around it. Water jugs with plastic labeled cups will be used for children while outdoors. LPA observed age-appropriate outdoor toys and play equipment to be clean, safe, and in good repair, as well as adequate shade available via retractable awning. All areas around and under play equipment are cushioned with material to absorb a fall. LPA observed the outdoor playarea ground was covered with artificial grass. LPA did not observe any bodies of water on the premises. Measurements were obtained for the outdoor play yard, and the total outside capacity allows for the 13 preschoolers. LPA advised applicant that the children need to be within the direct care and supervision, including visual observation and supervision of the teacher(s) at all times. Applicant will submit a waiver request for staggered use of outdoor playarea.

Per applicant at 11:05 AM, Facility does not provide transportation for preschool children. LPA reviewed with Applicant, Darine Williams the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

Based on LPA measurements taken on this date and observations of the facility, the total indoor capacity of the (4) preschool classrooms can accommodate 45 preschool children. The measurements obtained for the outdoor space can accommodate a total of (13) preschool children. The Department has received an approved Fire Clearance from the City of Los Angeles Fire Department on 05/17/2022 for capacity of 48.



The following corrections will need to be made prior to submitting the application for approval.

1) A waiver request for a staggered play schedule was submitted to LPA Eivazian during this inspection.
