On 1/13/22 at 1:30 p.m., Licensing Program Analysts (LPAs) Lilli Babcock and Roxana Lopez conducted an announced Pre-Licensing inspection. A risk assessment was conducted prior to entry and appropriate personal protective equipment were used. The purpose of today’s visit is to inspect and evaluate the facility for initial licensure. Applicant is applying for a Small Family Child Care Home.
Individuals residing in the home are Applicant and her husband. Operation hours will be Monday through Friday, from 7 am to 6 pm. Ages to be served are 0 to 12 years.

Facility is a single-story home, containing 3 bedrooms, 1 bathroom accessible inside the home, kitchen, and living room. Backyard of the home contains 1 bathroom and laundry room which share a wall to the home but are accessible only from the backyard, 2 storage sheds, and a detached, enclosed garage. Backyard is fenced.

Per Applicant, off-limit areas to the children and parents will be bedroom #3 at the rear of the home, kitchen, laundry room, 2 storage sheds in backyard, and enclosed, covered garage. Front yard and front porch will be only available for drop-off and pick-up of children and will not be used by children in care.

Per Applicant, areas accessible to children and parents will be 2 front bedrooms (#1 and #2 on facility sketch), bathroom inside home, living room, bathroom accessible from backyard, patio in front of the garage, and driveway and outdoor play areas are 2 gated outdoor patios at the rear of the property.

Upon arrival, LPAs met with Applicant, Edna Sanchez, and her daughter. Applicant and her daughter guided LPAs on a tour of the facility both indoors and outdoors. were inspected, including all off-limit areas. Areas that will be used for children were inspected for safety, comfort, cleanliness, heating, and ventilation, as well as inaccessibility to detergents, cleaning compounds, medicines, and sharp or hazardous items that can pose a danger to children. Poisons were not observed by LPAs during inspection and per Applicant, there are none at the facility. Applicant understands that any poison must be locked with a key or combination lock. LPA’s observed the lock on bedroom #3, which is an off-limit area for children in care to have a doorknob lock with no key. Per Applicant, she will buy a child proof doorknob cover for this doorknob in order to keep children from accessing the room. She will email a picture of the child proof doorknob installed on bedroom 3 to LPA. At 1:40 pm, LPA’s observed a smoke detector in bedroom 1, that was tested and operable. A fire extinguisher was observed on this day on the wall by the back door. The valve on the 2A10BC fire extinguisher indicates fully charged and was last serviced on 5/7/2021. At 2:30 pm a carbon monoxide detector was tested and observed by LPA’s to be operable. The home has electrical outlet covers throughout and maintains a First Aid and Emergency Kit located next to the back door and fire extinguisher. LPA’s observed age appropriate toys in the facility. Sleeping equipment in the form of 2 cribs and 8 cots were observed on this day.


The children will use 2 patios in backyard for outdoor play. Each patio contains a wooden gate. The 2 outdoor patio areas are back to back. The first patio play area (Patio #1) is next to the garage. The ground is AstroTurf and contains age appropriate, clean toys for play. The second patio play area (Patio #2) is located behind Patio #1 and runs the length behind the garage structure. Patio #2 has cushion material beneath the climbing structure, as well as age appropriate toys for play. Entry to Patio #2 is accessible by walking though Patio #1. Patios was observed to be fenced. Two potted aloe plants were observed by LPA’s in the backyard area located before the first play patio. As aloe plants are sharp and could be dangerous to children in care, Applicant will remove the potted aloe plants to the front yard/side yard area of the home that is not used by children in care, and will email a picture of the patio area without the plants to LPA. Patio #2 has 2 sheds and the shed on the left-hand side is missing a lock. Applicant will email a picture of the shed with the lock attached to LPA, making it inaccessible to children in care.

The facility has a working cell phone only, no landline is currently in service at the facility. LPA’s reminded Applicant that there must always be a working phone at the facility while children are in care.

The applicant has completed the required Health and Safety Training, and Nutrition Training. Mandated Reporter Training is valid until 2/19/22. Pediatric First Aid and CPR are valid until 1/2023. Proof of immunization against influenza, pertussis, and measles for the licensee and her daughter who may assist at the facility, was readily available during today's inspection.

Per applicant there are no firearms or pets in the home, and none were observed by LPA’s on this day. Per Applicant, there are no bodies of water on the premises. LPAs did not observe any bodies of water. The applicant states that they will provide food for children in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. LPA's consulted with applicant regarding COVID-19 health and safety guidelines on this date, Licensing staff observed COVID- 19 postings posted in the day care on this date. During this inspection LPA discussed PIN 20-06 CCP, Social and Physical Distancing Guidance And Healthy Practices For Child Care Facilities In Response To The Global Coronavirus (COVID-19) Pandemic Written In Collaboration With The California Department Of Education. Covid-19 Self-Assessment guide is on file.



Applicant is seeking to provide care for 8 children, 0-12 years old. Based upon today’s inspection, the following corrections need to be completed and emailed to LPA Babcock by 1/17/22:

-Childproof doorknob cover for bedrom#3 will be installed to keep children from accessing the room.

-2 potted aloe plants will be moved to front/side yard area

-Lock will be installed on left hand side shed in patio #2.

-Cover for sharp area on rain gutter to the right of patio #2 stairs.

The application will be submitted for final review to the department once the corrections have been received. Once licensed, the Licensee is required to adhere to the terms and limitations stated on the license.
