On 8/2/22 Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced Initial Complaint inspection visit to the above facility. A COVID risk assessment was conducted upon entry and appropriate PPE was used. LPA met with Licensee, Jasmine Ortega, to whom the reason for the visit was explained. At 9:09 am Licensee guided LPA on a tour of the facility. Census was taken. There were 5 children, and no other adults present upon arrival during today's visit.

During the visit, LPA asked Licensee what her policy is for parents dropping off and picking up children. Licensee stated the parents sign the children in and out at the door, but parents are not permitted to come inside unless they have been fingerprinted. LPA showed Licensee a Notification of Parent’s Rights (LIC 995A) which shows parents have a right to “Enter and inspect the family child care home without advance notice whenever children are in care.” Licensee stated she is aware of the form and she has

parents sign the LIC 995A. Licensee was licensed 1/24/22 and stated she is new to child care and thought anyone entering the home, even parents, needed to be fingerprinted.

Based on interview with Licensee, Jasmine Ortega, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated.

The Notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative.
