25 | On 02/29/2024 at 1:00 pm, Licensing Program Analysts (LPAs), Crystal Green and Elka Chavez conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPAs met with Facility Representative Shannon Gale. This facility is currently licensed as a preschool program with a capacity of 40 children serving ages 2 to 6 years old. The Licensee, Spark Preschool LLC., has requested to increase the preschool capacity by converting the licensed Social Hall room into an activity classroom (Play Lab) increasing the capacity by 18 children for a total new capacity of 58.
The facility is located on the premises of the Temple Knesset Israel. Per Director, the church does not operate during school hours. There is a designated pickup and drop off area for parents will be located off La Mirada which is the back of the building. The preschool has its own entrance separate from the Temple.
Hours of operation will be Monday to Friday from 7am to 5:30pm. Present during today’s inspection were 35 children with 6 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Shannon Gale that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
LPAs continued to tour the facility and measured new indoor activity space. Total new indoor activity space measured 926.15 square footage, which is sufficient to accommodate the requested increase of capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water cooler. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 1/24/2024.
LPA observed a total of 5 sinks and 5 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 58 children. |
