Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced site inspection to follow up and present the findings of the above complaint allegations. This inspection is to ensure the health and safety standards as required by the regulations governing child care centers are met. LPA met with Director, Lianna Navarardyan who took LPA on a tour of the facility inside and out and LPA took names of staff and census of children who were in the facility at time of arrival.

During the course of this investigation, LPA conducted Interviews, and received and reviewed documents and LPA own observstion. Video footage was unable to be obtained as it disappears at a short period of time. Consultation was conducted to have video footage stored for a longer period of time.

Personal Rights- Facility staff yelled at day care children. Per reporting party, a teacher in the 2 year old class was yelling in a toddlers face when child was upset, and also yelling at them to get In a line.

Per interviews there were no disclosures or collaborating statements or witnesses to any staff member yelling at a toddler in there face. Per interviews it was stated that the staff member that the reporting party was referring to, has a main language of Armenian and she does have a loud voice, but does not yell at the toddlers at all and yes she does use the word line up, however she uses that to let the toddlers know to go inside. Staff stated the toddlers don't line up like the rest of the preschool children because they are small and don't understand that. The toddlers know line up as time to go inside if they are outside and they are more independent because they move around a lot. Staff will stand in front, in the middle and at the end of the children while they are walking to keep an eye on them. Interviews indicated that no staff has ever heard that same staff member yell at any child and that she is very sweet and kind with the babies.

Personal Rights- Facility staff handled day care children in a rough manner. reporting party stated she witness a staff member picked a child up very forcefully because he was crying. Per interviews there were no disclosures or collaborating statements or witnesses to any staff member picking up a child forcefully or rough. Interviews stated that staff are not allowed to pick up children at all, only if the child falls and they need help getting up, but they will not lift them up or hold them in there arms. We will try to comfort them as much as possible and the very last resort if a child cries for a long time.

Based on interviews, and records reviewed and received, the above allegations are deemed UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.

An exit interview was conducted, and a copy of this report was provided to Director, Lianna Navarardyan, and the Notice of Site Visit and Appeal Rights.
