An announced pre-licensing site inspection was conducted by Licensing Program Analyst (LPA) Cynthia Reyes to inspect and measure facility for capacity determination. Due to COVID- 19 precautionary measures were taken, LPA wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Director, Monica Bonilla, who guided analyst on a tour of the facility. This Infant program is located on the premises of the Baldwin Park Adult & Community education center (BPACE), which has 3 building located on this site and the infant program is located in the middle building where the main office is located. Operating hours will be Monday through Friday from 8 AM to 3 PM.

At 3:45 PM, Licensing staff was guided through a tour of the proposed infant designated area of the shared building. Parents will enter the main lobby of the office, where they will walk through a gate and down the walk way passed the requested infant play yard and enter another small building where the infants have a class room to the right of the entrance and the on site baby sitter class room (Parents on site in a class) is located to the left of the entrance. Due to COVID- 19 precautionary measures will be conducted in the lobby of the infant center which will include temperature checks, health screening and use of hand sanitizer will be available. Infant parents will use the same area for sign in/out. The Parent board is located by the entrance of the infant class room with Licensing and Covid-19 posting which are visible for all to see.

LPA was then guided through the proposed Infant classroom, and is accessible through the common lobby area. LPA observed the indoor space to be separate from the baby sitter program which is right a cross from the infants. The infant class room was inspected and measured for capacity determination.

LPA observed the classroom to contain age appropriate furniture and equipment which were also inspected and observed to be in good condition. LPA observed the infant program does not have a bathroom. Individual storage space will be available for each infant inside the classroom. Drinking water will be made available via a water jug and labeled infant bottles and Sippy cups. Infants do not have a bathroom on site.

Infant program has a separated Napping area with XX cribs, which were inspected and observed to be in good condition. Infants will be provided a sheet by the facility, and the facility will wash it at the end of each week.

Breakfast, lunch and PM snack will be provided by the facility and the Menu will be placed on the parent board. Containers used to discard food have tight fitting lids. Food preparation area will be in the staff only mini kitchen, where a refrigerator is located and a microwave. The space was inspected for safety and cleanliness. There is a fully equipped first aid kit available in the classroom containing all the required supplies. Heating, lighting and ventilation were evaluated by the LPA.

The staff office is located in the infant building entrance next to the infant class room. which will serve as an isolation area for an ill child. Ill children will use the staff bathroom located outside the entrance of the infant building. The ill/isolation area has a cot/mat for a child to rest if needed.

Carbon monoxide detectors and smoke detectors were observed to be operable condition and located in the class room. Smoke and Carbon Monoxide detectors should be checked regularly, and batteries replaced as needed. LPA observed fire extinguishers located in the classroom is a type 2A-10BC and the valve indicated that they are all fully charged, and has a tag with a service experation date of 07/12/2023. Fire extinguishers need to be serviced annually or as often as necessary. Hazardous items including poisonous cleaning compounds were observed to be stored inaccessible to children



The facility does not provide transportation for infants.

LPA reviewed with Applicant, Monica Bonilla the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Licensing staff was then guided to the designated infant outdoor play area which is located right outside the infant building lobby. The yard is self-contained via a gate around it. Water jugs, baby bottles and Sippy cups will be used for infants while outdoors. LPA observed age-appropriate outdoor toys and play equipment to be clean, safe, and in good repair. LPA observed adequate shade available via above material sails. All areas around and under play equipment are cushioned with material to absorb a fall. LPA observed part of the outdoor play area ground is concrete. LPA did not observe any bodies of water on the premises. Measurements were obtained for the outdoor play yard, and the total outside capacity allows for the 23 Infants. LPA advised applicant that the children need to be within the direct care and supervision, including visual observation and supervision of the teacher(s) at all times. Applicant will submit a waiver request for staggered use of outdoor play area with the on site baby sitter program (Age preschool to kindergarten).

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Based on LPA measurements taken on this date and observations of the facility, the total indoor capacity can accommodate 8 Infants. The measurements obtained for the outdoor space can accommodate a total of 23 Infants. An approved Fire Clearance is on file for a capacity of 8 Infants.

The following corrections will need to be made prior to submitting the application for approval.

1) A waiver request for an outdoor shared play space using a staggered play schedule and request for infants to walk through the baby sitting program alternate class room (Located behind the lobby area)

2) Send photos of the play yard set up with barricades (Gates) around sand box and water fountain

3) Consultation with manager regarding the no bathroom. ,
