Licensing Program Analysts (LPAs) Nolan Tcheng and Staicy Perry conducted a subsequent inspection of a complaint investigation, for the purpose of delivering complaint findings. Upon arrival at 1:45pm, LPAs met with Lead Teacher Deemathi Weerasinghe to whom the purpose of the inspection was explained. There were children present during the inspection.

Census was taken. There were 22 children with 2 staff members.

During the course of the investigation, interviews were conducted with three staff, five children, and five parents. Documentation in the form of Child Care facility Roster, and Employee handbook were obtained.

Information from the complainant indicates that children in care are hit and handled in a rough manner by staff. Complainant also indicates that staff yell and speak inappropriately to day care children in care.

Information from complainant also claims that children are placed in a high chair as a form of punishment.

Staff interviews were conducted. Staff #1 states that they are always nice to the children. Staff #2 states “we are not allowed to touch the children or yell at the children.” Staff #2 also explained that staff “bend down to talk to children, in a sweet way. Not talking loud to them. Speak soft and explain to them.” Staff #3 corroborated that staff are loving and caring. During inspection on 11/21/2023 and 01/19/2023, LPAs observed high chairs behind the back of Building 2, outside. LPA asked Staff #1, regarding the presence of the high chairs at this facility. Staff #1 stated they have been here for a long time and were not being used by the facility. Pictures were obtained.

During children interview, a child stated they had seen a high chair be used for another child in care. There were no other disclosures made for this allegation.

Children interviews made no disclosures regarding the additional allegations. Child #1 indicated that a staff member said mean words but was unable to elaborate further.

Parents made no disclosures regarding the above allegations.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director Janet Hui at 2:40pm. Copy of Report provided.
