An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Applicant is seeking to provide care for 18 children for a new Infant program. Licensing staff met with Director of Early Childhood Education, Lauren Friedman and Director of Administration, Sara Adelman. This proposed Infant Center will operate from Monday through Friday from 7:30AM – 6:00PM.

This facility is located on the premises of Westside Jewish Community Center. Also operating on this premises is a licensed preschool with toddler option program (191800750). LPA observed the preschool program to be physically separate both indoors and outdoors from the proposed infant program.

At 10: 45am, Licensing staff was guided through a tour of the proposed infant classroom which will be called the Hive. The Infant classroom was observed to have its own entrance. Per Director, sign in will be conducted at the entrance of the classroom via app called Playground. Prior to entrance into the classroom, staff or parents will be required to wear bootie shoe covers. LPA observed age-appropriate toys and furniture. Play equipment and materials for infants were inspected for cleanliness and safety. Individual storage space was observed to be available for each child. The classroom also has feeding chairs available. The infant napping area was observed located within the classroom. LPA observed the napping area to contain (9) cribs and (11) cots. Per Director, sheets and blankets will be washed weekly by the parents. There is a kitchen area available within the classroom with a refrigerator for storing infant formula, bottles, infant food. LPA observed individual clear binds for the infant food and a bottle warmer.

LPA observed the facility to have an age- appropriate toilet and sinks available to children. All toilets and sinks are in safe and sanitary operating conditions. There is changing table with cushioning within arm’s length from sink.

There is a fully equipped first aid kit available in the classroom near the exit. There is smoke detectors and a carbon monoxide detector on site that meets statutory requirements. The isolation area for an ill child will be located in the main office.

At 11: 05 AM, LPA were guided to the outdoor play area. There is adequate shade available outdoor via canopies. All areas around play equipment and slides are cushioned with material to absorb a fall.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

At this time, the facility was observed to be in compliance with California Title 22 Regulations. An approved Fire Clearance has been received by the Department. Based on measurements obtained today, capacity for new infant program will be eighteen (18) children.
