On 12/4/25, at 9:40AM, Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an unannounced 10 day complaint visit to this facility. Upon arrival, LPA met with Admissions Manager / Annabelle Krischer and was joined by the Director / Lauren Friedman who guided LPA on a tour of the facility. There were 15 children with 6 staff observed present in the infant program. LPA explained the purpose of today’s visit is to discuss the above mentioned allegations of Rat droppings in the infant playground and Facility has an infestation of rats which caused an odor.

During today's visit, LPA toured the infant playground, the teacher's lounge, the infant classroom (Hive), conducted interviews and obtained copies of the children’s and staff rosters. Work orders/invoices from Ecolab Exterminator were obtained and reviewed, along with pictures taken.

Per the reporting party, rat droppings were observed in the infant playground and there has been an ongoing rat issue, as well as a noticeable odor consistent with dead rodents within the past month.

During the interview with the Director and Assistant Director, Cindy Stansbury, it was disclosed that on 11/4/25 rat droppings were found in the preschool playground and on 11/10/25 additional droppings were discovered inside the teachers’ lounge. According to the Director, the facility has an ongoing issue with rats, and Ecolab provides treatment services twice a month. During the week of November 24, two dead rats were found in the ceiling of the teachers’ lounge, resulting in a noticeable odor. Staff from the Hive classroom detected the smell and reported it to the Assistant Director. The deceased rats were removed, and the lounge was disinfected and deodorized.

During today’s visit, the LPA and Director toured the infant playground and observed rat droppings in the storage area near the infant playground. The Director notified Oscar Iglesias, Facilities Director, who was expected to schedule a visit from Ecolab to assess the situation. Based on the information gathered, there is sufficient evidence found to prove the allegations to be true.

Based on LPA’s observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegations are found to be Substantiated. California Code of Regulations, (Title 22, Division & Chapter number), are being cited on the attached LIC 9099D.

The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
