An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. The applicant is requesting is requesting to operate a Preschool Program with Toddler Option. Licensing staff met with Applicant, Carolina Garzzia. The proposed hours of operation will be Monday to Friday from 7:00 am 6:00 pm.

This facility will be located on the premises of Immanuel United Methodist Church. Entrance into the facility will be accessible in the back of the building. Parents will enter through Gate 1 and Exit through Gate 2. Per Applicant, parents will be issued a gate code to enter into the breezeway of the building once inside they will be buzzed in by facility staff.

At approximately 1:30 pm, LPA was provided a tour of the facility. This building was observed to have 2 floors Per Applicant, the preschool and toddler programs will operate out first floor. Per Applicant, the second floor will be off-limits to children. This facility will have 3 classrooms: the Toddler classroom, Preschool 1 and Preschool 2. LPA observed the toddler classroom to be located next to the main office and to be physically separate from the preschool classrooms.

Licensing staff observed age-appropriate equipment, toys, and supplies for children in the Toddler classroom and the preschool classrooms. Individual storage space was observed located within the classrooms. Central air and heating are available in the classrooms. There are napping cots available for the children.
There will be drinking water available via water cooler located in each classroom. There are trash cans with tight fitting lids available in the classrooms. There will be emergency supplies and a first aid kit located within each classroom.

LPA observed the toddlers’ restroom to be located directly across from the toddler classroom. The toddler restroom contain 2 toilets, 2 sinks, and a changing table within arm’s reach of the sink. The preschool classroom 1 has access to a restroom located within the room which contains 2 toilets and 2 sinks. The preschool classroom 2 will have access to the restroom located across from preschool classroom 1 which contains 2 toilets and 2 sinks All toilets and sinks are in safe and sanitary operating conditions. LPA observed a barrier placed in the hallway to prevent the children from accessing other areas of the building. There was also a barrier located at the bottom of the stairs prevent access to the 2nd floor which is where the staff restroom will be located.

There are smoke detectors and fire extinguishers located throughout the premises. The isolation area for an ill child will be located in the office. There is a parent board with the required postings at the entrance to the facility outside of the office.

Licensing staff was guided through the proposed outdoor activity space. Per Applicant, there is only one play area available for the children in care. There is age-appropriate play equipment in the playground. The outdoor space is fenced. Drinking water will be available to children via a water pitcher and disposable cups. There is adequate shade in the yard available via canopy.

Facility will provide snacks and parents will provide lunch for their child. No transportation will be conducted by the facility.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

An approved Fire Clearance has been received by the Department. Based on measurements obtained today, the overall capacity will be 52 children (36 preschoolers and 16 toddlers).

LPA consulted with the applicant regarding information needed to submit an outdoor waiver request to allow the toddlers to share the play yard with the preschoolers using a staggered play schedule. LPA informed applicant that waivers are not automatically granted and will need to be review by the Regional Office for final approval. LPA obtained pictures of the outdoor play areas during this inspection.

An exit interview was conducted with Applicant and a signed copy of this report was provided.
