Licensing Program Analyst (LPA) Crystal Green conducted an announced pre-licensing site inspection today to inspect and measure the facility for capacity determination. Licensee is requesting a change of location for their existing preschool program (198016837) located at 4607 Prospect Ave., Los Angeles, 90027. Licensing staff met with Licensee/Applicant Kari Druyen. No children were present during this inspection.

The facility was observed located on Hyperion Ave. surrounded by a large wooden gate. Per the Licensee, Parents will pick up and drop off at the wooden gate.

At approximately 10:40 pm, Licensing staff was guided through a tour of the proposed preschool facility. This facility will have a total of (4) preschool classrooms and a covered outdoor eating area, a Library area, an Art area, a Relaxing Retreat, and a Pre-k classroom. LPA observed the facility to contain a few items of furniture and equipment. Per the Licensee, the existing licensed location is currently using the furniture and equipment and plans to relocate all the items to the new location by June 17, 2023. The licensee provided pictures of the equipment currently located at the existing facility. Individual storage space will be available for each child inside the classroom. Toys, furniture, and equipment will be moved to the facility at a later date.

LPA observed a restroom containing two toilets, one urinal, and two sinks between the Art area and the relaxing retreat room. Two sinks will be available to children in care in the Art area. The pre-k classroom was observed to have one toilet and one sink available within the classroom. All toilets and sinks are in safe and sanitary operating conditions. Water will be accessible to children via a drinking fountain and disposable cup, and children will also have their sippy cups.

The facility will have cots available for children. LPAs observed that the preschool had emergency/first aid kits throughout the facility. There are also smoke detectors and fire extinguishers located throughout the facility. LPA toured the office area in the basement/ lower level of the facility. LPA observed the entrance to the office to be made inaccessible to children. Per the licensee, staff and parents will escort children to the office. The office will be used as the designated ill-isolation room. Ill children will utilize the staff restroom located in the office.

The outdoor area was observed to contain a sandbox area, bike path, and play stage for the children. All outdoor areas were observed to be surrounded by fencing. Shade sails will provide shade. All areas around or under high climbing equipment and slides were observed to have cushion material to absorb a fall.

The parents will provide lunch and snacks. Per the licensee, additional snacks will be available in the main office for children in care. The facility will provide no transportation.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The Department has received an approved Fire Clearance. Based on measurements obtained today, the capacity for the preschool program will be for fifty (50) children.

The following corrections must be made before submitting the application for final approval. The correction will be due by 06/16/2023.

• Licensee must submit proof of completing the furniture and equipment relocation to the new facility.
